Government and Meta Discuss Content Moderation Strategies in India

The government is currently engaged in ongoing discussions with Meta regarding various content moderation issues, including deepfakes and the company’s algorithms. Sources indicate that these negotiations emphasise compliance with Indian laws rather than relying on global content policies. This dialogue has already progressed through three rounds, with an additional round scheduled for next week.

Officials have clarified that these discussions are not intended to instruct Meta to completely overhaul its algorithms. The focus remains on aligning the company’s content policies, moderation frameworks, and enforcement measures with the legal and regulatory structure of India.

Zero Tolerance Towards Child Sexual Abuse Material

The Indian government has reiterated its strict stance against Child Sexual Abuse Material (CSAM). Officials have communicated the necessity for immediate action regarding such content, which is deemed unacceptable on Meta’s platforms. There is an emphasis on developing stronger and proactive measures to identify, remove, and prevent the spread of CSAM.

According to sources, the discussions have centred on taking concrete actions rather than simply issuing reassurances or apologies. The government seeks effective solutions that address these pressing concerns without delay.

Need for Human Oversight in Deepfake Identification

Another critical issue raised during discussions is the detection of deepfakes. Government officials pointed out the risk that authentic content from authorised or verified accounts may be erroneously classified as synthetic. To address this concern, there is a strong emphasis on implementing a “human-in-the-loop” mechanism, especially for sensitive cases, rather than relying solely on automated detection systems.

Meta has also faced questions regarding its strategies for ensuring that identified deepfakes do not reappear on its platforms. Officials have sought comprehensive insights into mechanisms preventing previously flagged content from being re-uploaded or gaining algorithmic visibility again.

Clarifications on Content Recommendations and Moderation

The Ministry of Electronics and Information Technology (MeitY) has challenged Meta to clarify its recommendation systems and virality methods. Officials have expressed concerns over instances where users are exposed to content that does not match their stated interests. Questions have arisen regarding why synthetically generated material continues to receive attention through platform recommendations, especially after concerns regarding such content have been highlighted.

Additionally, officials stress the necessity for Meta’s moderation systems to be attuned to the linguistic and cultural intricacies of India. They argue that frameworks designed predominantly by teams outside the country may not effectively cater to the diverse linguistic and cultural context of India.

These discussions have followed a series of technical meetings between representatives from Meta and officials from MeitY, during which Meta elaborated on its current systems and approaches to mitigating harmful and synthetic content.
