Education Ministry Proposes Expansion Of NIPUN Bharat Mission To Class 5

The Ministry of Education has revealed its intention to extend the National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN) Bharat Mission to include students up to Class 5. This initiative, which began in July 2021, primarily focuses on ensuring that children achieve foundational literacy and numeracy skills by Grade 3 by the academic year 2026-27.

Objectives of NIPUN Bharat Mission

NIPUN Bharat Mission aims to promote universal proficiency in reading, writing, and arithmetic for children aged 3 to 9 years. According to a senior official, the proposal to extend the mission to Class 5 is in response to the PARAKH Rashtriya Sarvekshan Result 2024, which indicated that literacy and numeracy figures stood at 60 per cent. The official highlighted the need to improve these figures for children who might have missed foundational learning in junior classes.

The initiative strives to create an environment conducive to ensuring that every child achieves essential learning competencies in reading, writing, and numeracy by the end of Grade 3. The overarching goal remains to have all children proficient in these fundamental skills as outlined by the established timeline of 2026-27.

The mission is also designed to accommodate changes in educational needs, adapting to the evolving landscape of foundational education in India.

Recent Improvements In Literacy and Numeracy Rates

The PARAKH Rashtriya Sarvekshan Result 2024 has indicated significant improvements in proficiency levels among Class 3 students. The data reveal an 18 per cent increase in language proficiency and a 23 per cent enhancement in mathematical skills compared to the National Achievement Survey (NAS) 2021.

According to the Item Response Theory (IRT) scores released in the PRS 2024, 57 per cent of Grade 3 students have demonstrated proficiency or above in language, while 65 per cent have achieved similar proficiency in mathematics. This represents a marked improvement over the NAS 2021 metrics, which reported only 39 per cent proficiency in language and 42 per cent in mathematics.

When compared to the NAS 2017 results, which revealed proficiency levels of 47 per cent in language and 53 per cent in mathematics, the increases noted in the latest PARAKH results signify a positive trajectory in foundational education. The findings are indicative of a substantial recovery from learning losses attributed to the COVID-19 pandemic, particularly at the foundational level.

Future Implications of the Extended Mission

As the Ministry of Education embarks on the expansion of the NIPUN Bharat Mission, it is anticipated that the extended focus will further enhance the literacy and numeracy capabilities of children up to Class 5. This extension may provide vital support in bridging gaps for students who have yet to meet the essential learning outcomes in earlier grades.

By concentrating on a more extensive age range, the initiative aims to reinforce the foundational literacy and numeracy skills essential for academic success in later years. The projected outcomes will not only be beneficial for individual students but may also contribute to overall improvements in educational standards across the country.
