Delhi Launches Rs 8,300 Crore Air Quality Initiative Funded by World Bank

The Delhi government has officially announced a comprehensive programme aimed at combating air pollution, with an estimated budget of Rs 8,300 crore. This initiative, named “Clean Air, Healthy Delhi,” is set to span seven years, running from September 2026 to August 2033. The project is notably backed by funding from the World Bank, which will cover 65 per cent of the total costs, while the local government will contribute the remaining 35 per cent.

Goals and Objectives of the Programme

According to Chief Minister Rekha Gupta, the primary objectives of the initiative include strengthening air quality management and significantly reducing emissions from the main pollution sources within the capital. A workshop scheduled for July 10 aims to solidify preparations and enhance collaboration among various stakeholders involved in the project. This gathering will serve to delineate responsibilities across different departments and agencies, contributing to a well-structured implementation strategy.

Gupta emphasised that the programme is not simply a short-term pollution control measure but is conceived as a long-term investment in the health and environment of Delhi’s inhabitants. The initiative focuses on two fundamental pillars: the enhancement of air quality management and the minimisation of emissions. By addressing both of these critical areas, the project aspires to realise cleaner air and improved public health for residents.

The Environment Department will manage the implementation of this project, addressing multiple sectors tied to pollution, including transportation, road dust, construction waste, solid waste management, industrial emissions, green spaces, and water quality. Gupta highlighted that this multifaceted approach is essential for attaining the overarching goals of the National Clean Air Programme and aligns with the broader vision of Viksit Bharat 2047.

Implementation Strategies and Collaborative Efforts

The first component of the programme involves establishing a dedicated Project Management Unit that will oversee the development of advanced air quality monitoring systems and data analytics capabilities. Furthermore, an Integrated Command and Control Centre will be established to enhance real-time monitoring of air quality. Close cooperation with neighbouring states in the Indo-Gangetic Plain is also planned, alongside the implementation of public awareness campaigns and the adoption of cutting-edge technologies.

The second component seeks to effectively curtail emissions through various strategies, including the phasing out of older, polluting vehicles, the promotion of electric vehicles, and improvements in public transportation systems. Additionally, an advanced Pollution Under Control monitoring system will be developed to oversee vehicle emissions, contributing significantly to the initiative’s aim of reducing air pollution in the city.

Multiple agencies will participate in the execution of this joint initiative, including the Environment Department, the Delhi Pollution Control Committee, the Transport Department, and the Municipal Corporation of Delhi. Other key players include the Delhi Jal Board, the Delhi Development Authority, the New Delhi Municipal Council, and the Delhi Traffic Police, alongside significant support from the Department of Economic Affairs and the World Bank.
