Delhi Government Proposes Enhanced Powers for District Magistrates

The Delhi government, led by Rekha Gupta, is advancing a proposal aimed at augmenting the authority of district magistrates (DMs). This initiative is in response to issues regarding the enforcement of regulations related to unauthorised constructions in the national capital. Officials indicated that the services department is currently formulating this proposal for submission to the lieutenant governor for approval.

The decision to enhance the powers of DMs was made during a meeting chaired by the Chief Minister last week. This move follows the tragic fire incident in Malviya Nagar, which resulted in the loss of 21 lives. The government acknowledged that the fragmented administrative authority across various departments has often hindered effective enforcement measures.

Consequently, the government determined that strengthening the powers of DMs would facilitate more efficient governance and oversight. Delhi Home Minister Ashish Sood stated that district magistrates will be granted significant powers, including the ability to initiate disciplinary actions, order the registration of First Information Reports (FIRs), approve or cancel leave, and take immediate remedial actions against officials neglecting their duties.

Objective of the Empowerment Initiative

According to a senior officer from the Delhi government, the primary objective behind enhancing the powers of district magistrates is the establishment of a “Mini Secretariat.” This initiative aims to centralise the services of various government departments within districts, enabling better coordination and efficiency in administrative functions.

Last year, during the reorganisation of Delhi’s districts—from 11 to 13—a committee was formed to operationalise the “Mini Secretariats” concept. This initiative is intended to consolidate the administrative control and responsibilities of DMs, allowing for a more cohesive and coordinated approach to governance.

The overarching aim of these reforms is to enable district magistrates to perform their duties more effectively, particularly in the realm of enforcement. By consolidating authority and resources, the government hopes to address long-standing administrative challenges and improve public service delivery.

Next Steps Towards Implementation

As the proposal progresses, the necessary documentation will be finalised and submitted to the lieutenant governor for authorisation. Given that services-related matters fall under the jurisdiction of the lieutenant governor, his approval is essential for the implementation of the proposed changes.

Officials have expressed optimism that the new measures will lead to a more empowered district administration capable of responding promptly to issues that arise within their localities. By granting DMs increased authority, the government seeks to strengthen the governance framework and enhance accountability at the district level.
