Delhi Government Introduces Travel Incentive for Employees Using Public Transport

The CSR Journal Magazine

The Delhi government has unveiled a travel incentive aimed at encouraging its employees to utilise public transport. This initiative is specifically designed for those who commute using the common mobility card for Delhi Metro and Delhi Transport Corporation (DTC) buses. The announcement was made by officials on Tuesday and forms part of a wider strategy to stimulate fuel conservation efforts and mitigate pollution levels within the city.

This decision comes against the backdrop of an ongoing crisis in West Asia that has raised concerns about fuel availability. By increasing public transport utilisation, the Delhi government seeks to address both environmental issues and the sustainable use of fuel resources.

According to a directive released by the Finance Department, employees within the Government of National Capital Territory of Delhi (GNCTD) who allocate at least twenty-five per cent of their monthly transport allowance, excluding Dearness Allowance, for acquiring or recharging a common mobility card will be eligible for a supplementary incentive. This additional incentive will amount to ten per cent of their admissible transport allowance, and will be disbursed alongside their regular salary.

Context of the Initiative

This new incentive scheme responds to Chief Minister Rekha Gupta’s launch of the ‘Mera Bharat, Mera Yogdan’ fuel-saving campaign last month. The campaign encourages Delhi’s government employees to telecommute for two days each week and to rely on public transport options whenever feasible. Such measures are aimed at decreasing individual reliance on private vehicles, thereby reducing traffic congestion and carbon emissions.

In line with the broader objectives of this initiative, the Delhi Transport Corporation (DTC) has also commenced special bus services designed to facilitate travel for government employees. These services aim to connect residential areas of employees with nearby metro stations as well as the Delhi Secretariat, enhancing accessibility to public transport.

The directives also indicate that those eligible will receive common mobility cards from the DTC, contingent upon their consent and according to regulations established by the Finance Department in cooperation with transport officials. This measure is intended to streamline the process of accessing public transport services for employees.

Duration and Future Prospects of the Scheme

The newly introduced incentive scheme is set to remain in effect for an initial six-month period. Following this timeframe, the government plans to conduct a review to evaluate the scheme’s effectiveness and impact on transport habit changes among employees.

If the outcomes are favourable, there is a possibility that the programme could be extended beyond the initial period. The ultimate goal of this initiative is to not only encourage public transport usage but also to align with the government’s commitment to environmental stewardship and fuel conservation.

This strategic move by the Delhi government illustrates its efforts to foster sustainable commuting practices amongst its workforce, while also responding to pressing environmental concerns. Through such initiatives, the government hopes to cultivate a culture of responsible transport usage that could yield long-term benefits for the entire city.
