Delhi Court Extends Judicial Custody of Ten Accused in NEET UG Paper Leak Case

The Rouse Avenue court has decided to extend the judicial custody of ten individuals implicated in the NEET UG paper leak case until July 11. This development took place on June 29, when the accused were presented to the court via video conferencing following the conclusion of their previous custody period. The accused individuals include Yash Yadav, Mangilal Biwal, Dinesh Biwal, Vikas Biwal, Dhananjay Lokhande, Tejas Harshad Shah, Shubham Khairnar, Manisha Waghmare, Manisha Havaldar, and Dr Manoj Shirure.

Involvement of Other Accused

In addition to the ten individuals, Prahalad Kulkarni and Shivraj Raghunath Motegaonkar remain in judicial custody until July 8. Senior Public Prosecutor V K Pathak, along with Investigation Officer BP Raju, represented the Central Bureau of Investigation (CBI) during the hearings. Various advocates, including A P Singh and Ambika Yadav, appeared via video for some of the accused. Despite the ongoing legal process, the court is maintaining strict measures concerning the case management.

An FIR was lodged on May 12, 2026, following a complaint from a government official. The complaint alleged violations under the Indian Penal Code and the Prevention of Corruption Act, alongside offences associated with the use of unfair means during examinations. The investigation has revealed intricate connections among the accused that led to a significant breach of examination integrity.

Details regarding the allegations indicate that Mangilal Biwal sought to acquire the NEET question paper for his son, Vikas Biwal, by allegedly contacting Shubham Khairnar. The investigation uncovered that question papers were located on Mangilal Biwal’s mobile device. It was reported that Mangilal received the leaked NEET UG paper from Yash Yadav for a sum of Rs. 10 lakh.

Evidence and Interrogations

During the course of interrogation, Vikas Biwal stated that he had met Yash Yadav during coaching sessions in Sikar, Rajasthan. This connection initiated a larger network involving other accused individuals in the case. Reports suggest that the question paper was leaked from Yash Yadav to Mangilal Biwal and subsequently passed on to Vikas and Dinesh Biwal.

Furthermore, authorities allege that Mangilal later resold the leaked question paper to multiple candidates for amounts reaching Rs. 12 lakh. This selling of confidential examination material has raised significant concerns within educational and public sectors. The implications of such activities reflect ongoing challenges in maintaining examination integrity across various platforms.

The court had previously dismissed a bail application submitted by Manisha Waghmare on June 9, highlighting the seriousness with which the judiciary is addressing this case. In an unusual move, the court permitted Yash Yadav to take part in the NEET UG exam scheduled for June 21 while still under judicial custody. This decision reflects the complexities involved in managing the rights of the accused alongside the gravity of the allegations against them.
