The Uttar Pradesh Government has launched the Common Facility Centre (CFC) Scheme as part of its One District One Product (ODOP) initiative to support local industries. This scheme is designed to provide modern technical infrastructure specifically tailored for artisans, micro, small, and medium enterprises (MSMEs), and producer groups focusing on district-specific products. By offering shared infrastructure, the scheme aims to enhance the production capacity and efficiency of traditional industries within each district.

Definition and Structure of Common Facility Centres

A Common Facility Centre functions as a shared infrastructure unit aimed at enterprises producing designated ODOP products. Instead of constructing individual facilities for each enterprise, the CFC scheme allows multiple businesses within a product cluster to utilise common resources. This collective access promotes efficiency in production, improves quality, and accelerates product development and marketing efforts.

The establishment of CFCs follows a cluster-based strategy, implemented by a Special Purpose Vehicle (SPV). The SPV can take various legal forms, such as a registered society, a trust, or a cooperative society, as permitted under the scheme. This approach ensures that the interests of all stakeholders are represented and that the infrastructure is used effectively.

The facilities provided at these centres can include testing laboratories, design and product development centres, technical research and development facilities, product display and sales venues, and common production and processing areas. Additionally, support services such as raw material banks, packaging and labelling units, logistics facilities, and information centres may be included, depending on the specific needs of the identified products.

Financial Backing and Contribution Requirements

The Uttar Pradesh Government offers financial support for the development of Common Facility Centres, making it a more accessible option for local enterprises. For projects with a budget of up to Rs 15 crore, the government can contribute as much as 90 per cent of the total approved cost. This financial assistance aims to alleviate the burden on small enterprises, encouraging their participation in the CFC scheme.

Implementing SPVs are required to secure at least 10 per cent of the project cost from their own resources. For projects exceeding Rs 15 crore, the government’s contribution is capped at Rs 15 crore, ensuring a manageable level of financial commitment for the state.

This funding mechanism is crucial in promoting the establishment of shared facilities, enabling various businesses to thrive collectively. By easing the financial constraints, the scheme aims to attract a broader range of enterprises to participate, thus enhancing the overall industrial landscape in Uttar Pradesh.
