Uttar Pradesh Implements 10-Year Maintenance Model for Rural Water Projects

Uttar Pradesh has initiated a new framework for rural water supply to tackle the persistent issue of water schemes that cease functioning shortly after construction. This policy mandates that agencies are responsible for maintaining drinking water projects for a decade following their establishment. This change marks a significant transformation in the management of rural water systems within the state.

The initiative is part of the broader Jal Jeevan Mission and is being operationalised under the ‘Jal Arpan’ programme. For the first time, construction firms will not only be tasked with the creation of water infrastructure but will also be accountable for its maintenance over a ten-year period. This comprehensive approach is designed to enhance the reliability of water supply systems.

Furthermore, ownership of these water schemes has been delegated to local village bodies, thereby granting them an active role in the administration of water resources under the ‘Har Ghar Jal’ initiative. Officials believe this integration of local ownership with long-term maintenance will contribute to more dependable water services for rural populations.

Reasons for the Shift in Strategy

The new policy is informed by insights gained from past failures of rural water projects, where many systems fell into disrepair within a few years. Key factors leading to these failures included inadequate maintenance, unpaid electricity bills, and insufficient community engagement. Anurag Srivastava, Additional Chief Secretary of the Namami Gange and Rural Water Supply department, highlighted these challenges, stating that insufficient maintenance led to a rapid decline in the condition of the water assets.

To counter these issues, the updated model holds agencies responsible for the sustained performance of the systems over time. The firms are now contractually obliged to oversee the infrastructure throughout the maintenance period, ensuring repairs and performance standards are met consistently.

This emphasis on accountability aims to prevent the recurrence of the problems that plagued previous rural water projects, fostering a more robust framework for future initiatives.

Enhanced Monitoring and Quality Assurance Measures

The newly implemented plan also prioritises the enhancement of water quality testing protocols across the state. A comprehensive network comprising 75 district-level laboratories, one state-level laboratory, five mobile NABL-accredited labs, and 72 in-house laboratories at treatment facilities is being established. This extensive network is aimed at ensuring that water provided to households adheres to established quality standards.

In addition, a Citizen Charter is being introduced under the Public Service Guarantee Act, which will define clear rights for citizens concerning water supply. This includes specific information about the quantity, quality, and timelines for service delivery. The charter seeks to heighten accountability among service providers and improve consumer satisfaction.

In a related move to lower operational costs, the state has transitioned many water schemes to solar energy sources. Currently, over 33,000 schemes are functioning on solar power, which reportedly has led to a 52 per cent decrease in operational expenses. This switch is anticipated to promote sustainability while decreasing reliance on conventional energy sources.

The introduction of the ten-year maintenance requirement represents a fundamental shift from merely constructing infrastructure to ensuring its proper functioning over time. By integrating long-term responsibility, local engagement, and improved monitoring frameworks, the state is addressing historical shortcomings in rural water management.
