Supreme Court Confirms NEET-UG Re-Examination on June 21 in Pen-and-Paper Mode

The Supreme Court has upheld the decision for the National Eligibility-cum-Entrance Test Undergraduate (NEET-UG) re-examination to be conducted in a pen-and-paper format. The ruling was made in response to a petition filed by Rajya Sabha MP Sudhakar Singh, who advocated for the examination to be administered using computers instead.

During the proceedings, the vacation bench, led by Justice P.S. Narasimha, noted that implementing a significant change to the examination format at such a late stage was deemed impractical. The court’s observations indicated that the National Testing Agency (NTA), responsible for conducting NEET-UG, is already managing various operational challenges. A sudden transition to the Computer-Based Test (CBT) format would pose significant difficulties for both the candidates and the authorities involved.

The bench highlighted that altering the mode of a nationwide examination shortly before its scheduled date could potentially disrupt the entire examination process. Consequently, the court declined the petitioner’s request to modify the examination mode, affirming that the NEET-UG re-examination on June 21 will proceed using the existing pen-and-paper system and OMR sheets.

NTA Plans Future Transition to Computer-Based Tests

While addressing the court, the National Testing Agency indicated its intentions to eventually implement Computer-Based Testing for NEET-UG in the future. In an affidavit provided to the Supreme Court, the NTA stated its preparedness to transition to the CBT format by 2027. This timeframe suggests that the organisation aims to equip itself with the necessary infrastructure and resources to facilitate this change.

Despite the petitioner’s argument that their request was solely for conducting the examination through computers without other modifications, the court referenced a prior ruling from a regular bench of the Supreme Court, which had rejected a similar proposal. Given this background and the practical challenges associated with such a change, the vacation bench chose to refrain from intervening in this matter.

The court has since decided to adjourn any further discussions related to the petition until July 27, reflecting their intent to monitor the situation closely.
