State-wide Strike by Commercial Vehicle Operators in Maharashtra from Thursday

Beginning at midnight on Thursday March 5, 2026, a statewide strike involving various commercial vehicles is scheduled in Maharashtra. This protest, referred to as “chakka jam,” will include participants such as school bus drivers, taxi operators, truck drivers, and other vehicle operators.

The Maharashtra Transport Action Committee (M-TAC) has announced that the strike responds to ongoing issues with pending e-challans, affecting about 1.5 million transport operators and numerous private vehicle owners. Total fines associated with these e-challans are estimated to be around ₹4,500 crore.

Duration of the Strike

The planned strike is indefinite, marking a significant mobilization across the state. Following unsuccessful negotiations with transport commissioner Rajesh Narvekar, M-TAC representatives confirmed the initiation of the strike. Their leader, Baba Shinde, stated that due to the government’s inadequate attention to their concerns, a state-wide agitation led by transport operators would commence. Prior to the strike, demonstrations have already begun at locations, including Azad Maidan in Mumbai and other Regional Transport Offices (RTO) throughout the state.

Demands of the Striking Transport Workers

The participants in the strike have articulated multiple demands aimed at resolving their grievances. Among these are requests for amendments to the e-challan regulations, reduction in taxes and tolls applicable to commercial vehicles, the repeal of the 45-day deadline for clearing e-challans, and the closure of highway check posts coupled with the establishment of rest facilities for drivers. Additional demands include a reevaluation of certain operational enhancements like panic buttons and CCTV installations that increase costs, as well as the suspension of ‘no entry’ regulations for specific vehicles within urban areas.

Cities Most Likely to be Affected

This transport strike is poised to significantly disrupt daily commuting, particularly in major urban centers like Mumbai and Pune. Should many truck operators join the movement, goods transport across these cities will be severely impacted. Daily commuters relying on buses, rickshaws, and taxis may face significant delays.

Moreover, the participation of the School Bus Owners Association in the protest raises concerns for students taking their secondary and higher secondary examinations currently being carried out by the Maharashtra State Board of Secondary and Higher Secondary Education. Although leaders within the association indicated that school buses would continue to operate initially, they warned that operations would cease if the strike persists beyond Friday.

Understanding the e-Challan System

The e-challan system is an electronic mechanism for issuing fines related to traffic violations detected via CCTV, speed guns, or police handheld devices. This system facilitates fines for various infractions, such as speeding, ignoring traffic lights, improper parking, and other violations noted through automated means. The relevant vehicle and driver details are retrieved from centralized databases, and notifications of violations are sent to vehicle owners via SMS and email. This process is designed to enhance payment efficiency while minimizing the potential for fraud, offering an alternative to traditional paper-based challans.
