The Rajya Sabha has been adjourned for the second time on August 4, 2026, at 2 pm due to protests led by Opposition parties against Home Minister Amit Shah. Members of opposition factions demanded that the government provide clarity regarding alleged incidents involving donations at the Ram Mandir in Ayodhya as well as police actions against students during a recent protest by the Citizens for Justice and Peace (CJP).

President of the Congress Party and Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, has been vocal in his demands, urging the government to allow discussions on pivotal issues linked to the Ram temple and the treatment of the protesting students. Kharge remarked, “Either the Home Minister is scared or he wants to insult the House,” suggesting a reluctance from the government to engage with pressing concerns.

Earlier in the day, prior to this adjournment, the Rajya Sabha experienced a suspension until noon prompted by substantial protests from both the National Democratic Alliance (NDA) and Opposition members. The protests emphasize growing tensions regarding both policy and procedural matters in the House.

Allegations of Misconduct Raised by Opposition Members

During the session, Kharge also raised accusations against the central government for allegedly transferring over 70 acres of land to the Shri Ram Janmabhoomi Teerth Kshetra Trust. He highlighted Prime Minister Narendra Modi’s appearances during important ceremonies related to the temple, implying that the Prime Minister should address the serious allegations of theft concerning offerings made to the temple.

Kharge further noted the absence of action from investigative agencies, asking, “Where are the ED, CBI, Income Tax, and other investigative agencies?” He stressed the need for accountability regarding the funds and donations linked to the temple trust, which he insisted represented the faith of millions of devotees.

He concluded by accusing those misappropriating funds in the name of Lord Ram of being unfit to lead and demanded that they apologise to the nation, emphasizing the need for transparency and governance.

Concerns on Legislative Process and Functionality of the House

Congress MP KC Venugopal expressed frustration with the current government, stating that it appears unwilling to allow the Parliament to function effectively. The opposition has voiced concerns over important Bills that are being passed without adequate debate or discussion.

Chandrashekhar Azad, President of the Azad Samaj Party and MP, also raised alarms over the lack of discussion surrounding numerous Bills. He remarked, “Many important suggestions and amendments that we wish to propose are not being made,” indicating a broader dissatisfaction with how the legislative process is currently unfolding.

Azad urged the government to provide opportunities for members of the opposition to voice their perspectives, highlighting that the history of Parliament and its proceedings would reflect the current state of democratic engagement.

Upcoming Legislative Developments

In the midst of the ongoing turmoil in the Rajya Sabha, Union Finance Minister Nirmala Sitharaman is scheduled to present the Taxation and Other Laws (Amendment) Bill, 2026, in the Lok Sabha. This Bill proposes further modifications to several existing laws, including the Payment and Settlement Systems Act, 2007, the Income Tax Act, 2025, and the Finance Act, 2026.

Sitharaman is expected to request permission from the House to introduce this legislation and will provide an explanatory statement in both Hindi and English, detailing the rationale behind it. This forthcoming introduction highlights the ongoing legislative agenda, which continues amidst the interruptions witnessed in the Rajya Sabha.
