PM Modi, Ministers Reduce Official Convoys to Promote Austerity Amid Economic Pressures

The CSR Journal Magazine

The recent call from Prime Minister Narendra Modi for citizens to embrace austerity measures has led to a significant reduction in the number of vehicles used in official convoys by several Union ministers. During his own arrival at a Cabinet meeting, PM Modi travelled with just four vehicles, demonstrating a departure from the traditionally larger convoys stipulated in the “Blue Book,” which usually consists of 14 to 17 vehicles.

As security considerations also affect the composition of the convoy, it is not uncommon for the total number of vehicles accompanying the Prime Minister to reach as high as 30 to 40. The Prime Minister’s move reflects his intention to set an example for austerity amid the economic challenges posed by rising global oil prices linked to Middle Eastern conflicts.

In addition to reducing convoy size, sources revealed that Modi has advocated for increased usage of electric vehicles and has advised against purchasing new vehicles during the transition. This initiative is aimed at fostering economic sustainability while addressing environmental concerns.

Ministerial Cuts in Vehicle Numbers

Several Cabinet ministers have responded to PM Modi’s lead by slashing the size of their security convoys by nearly 50 per cent. Notably, Defence Minister Rajnath Singh, typically accompanied by an eleven-vehicle motorcade due to his Z+ category security, has opted for only four vehicles. Similar measures have been adopted by Home Minister Amit Shah and Health Minister JP Nadda, both of whom also benefit from Z+ category protection.

This move among the ministers aligns with PM Modi’s broader message regarding the need for austerity measures. The decision to reduce vehicle numbers is intended to reflect fiscal responsibility, particularly during a time marked by global economic uncertainty.

The behavioural shift among ministers signals a collective effort to embody the principles of moderation and responsibility, as outlined by the Prime Minister. By working to reduce their official presence, these leaders aim to support the austerity campaign initiated at the national level.

Actions By BJP-Ruled States

The austerity measures initiated by PM Modi have extended beyond the central government, with several BJP-ruled states implementing similar directives. In Maharashtra, for example, ministers are now required to seek prior approval from the Chief Minister for any aircraft travel, which will be limited to urgent official purposes. Additionally, some foreign trips for ministers have been cancelled as part of cost-saving strategies.

In the capital, Delhi, Chief Minister Rekha Gupta has instructed ministers and officials to minimise vehicle usage and embrace carpooling and public transport. In Uttar Pradesh, Chief Minister Yogi Adityanath has mandated a 50 per cent reduction in the size of ministerial convoys, encouraging legislators to forgo escort vehicles.

In Gujarat, Chief Minister Bhupendra Patel has also adopted measures by travelling with only three vehicles. Other ministers in the state have chosen to eliminate the use of escort vehicles entirely. Furthermore, Deputy Chief Minister Harsh Sanghvi has cancelled a planned visit to the United States to align with these austerity measures. Madhya Pradesh has similarly reduced the Chief Minister’s convoy from 13 vehicles to eight as part of the overall strategy to minimise expenditure.
