‘No Captive Buying’: Delhi CM Issues Stern Warning To Private Schools

Delhi Chief Minister Rekha Gupta has issued a stern warning to private schools in the national capital regarding practices that allegedly compel parents to purchase school supplies exclusively from designated vendors. She termed such actions unacceptable, stating that schools found in violation may face severe legal repercussions, including a potential government takeover. This move is in response to an increasing number of complaints from parents concerning coercive purchasing policies and insufficient transparency in school operations.

Mandatory Transparency in Vendor Purchases

On Thursday, Chief Minister Gupta emphasised that private schools must clearly communicate to parents that they are permitted to buy books, uniforms, and stationery from any retail shop of their choice. She mandated that this information be prominently displayed on school notice boards, official websites, and within any on-site stores operated by the institutions. Gupta remarked that there should be “no coercion, no captive buying, and no single-vendor rule,” insisting that compliance is mandatory without exceptions.

In her statement, she established a zero-tolerance policy towards violations, asserting that surprise inspections of private schools will be conducted ongoingly. Gupta noted, “I can enter any private school in Delhi for an inspection at any time. These inspections are not merely for show; they serve as enforcement in action.” According to the Chief Minister’s Office, schools selected for inspection will be determined based on parental complaints submitted through official channels.

Legal Consequences for Non-Compliance

Rekha Gupta has made it clear that schools found manipulating regulations or pressuring parents into single-vendor arrangements will face strict legal action. She stated, “Any violation or manipulation will result in the harshest penalties permissible under the law. A takeover is not off the table,” highlighting the seriousness with which the government views alleged monopolistic practices among private educational institutions.

The announcement represents one of the firmest stances taken by the Delhi government against private schools implicated in such practices. Parents have expressed optimism that this action will ease their long-standing grievances related to being compelled to purchase expensive educational materials from specific vendors affiliated with their schools.

This initiative is expected to encourage greater oversight of private schools and provide parents with more freedom in selecting affordable options.
