Maharashtra Government Directs Damage Assessment Following Heavy Rainfall

The Maharashtra government has instructed all district administrations to initiate damage assessment surveys after the recent heavy rainfall. Revenue Minister Chandrashekhar Bawankule announced this directive on July 7, during a briefing in Nagpur. The minister emphasised the urgency of the situation and highlighted the need for prompt relief to affected beneficiaries.

Bawankule conducted a review meeting with District Collectors and officials from relevant departments on July 6, to evaluate the impact of the rainfall. He stated that panchnamas, or damage assessment reports, are to be quickly prepared in all the areas that experienced significant damage. The administration has been urged to maintain high alertness due to ongoing adverse weather conditions.

Officials have been directed to implement precautions aimed at safeguarding human lives, livestock, and property from further risks. Bawankule reassured that the Revenue Department would undertake the damage assessments diligently, ensuring that all eligible beneficiaries receive the compensation entitled to them.

Eligibility for Relief Under National Standards

The minister further clarified the eligibility criteria for individuals affected by the severe weather. Residents whose homes have sustained full or partial damage are entitled to immediate relief as outlined by the National Disaster Response Fund (NDRF). Bawankule asserted that the state government is committed to executing necessary actions to assist those affected.

Responding to recent criticism surrounding a landslide incident attributed to the rainfall, the minister maintained that such occurrences are natural and should not be exploited for political purposes. He stated, “Some people criticise every issue without reason. The landslide was a natural event. Did we cause the landslide?”

Bawankule noted that any structural damage resulting from the landslide would be addressed, and that all construction projects follow a “Defect Liability Period.” During this timeframe, the executing agency is responsible for fixing any technical defects that may arise. He assured that the restoration of the main route post-incident was completed within a week, urging the public to focus on facts rather than engage in unnecessary political debates.

Weather Alerts and Transportation Disruptions

The India Meteorological Department (IMD) has issued an orange alert for several districts, including Mumbai, Kolhapur, Satara, Sindhudurg, and Ratnagiri, indicating potential moderate rainfall in isolated areas. Following heavy rains, normal life has been disrupted in various regions of the Mumbai Metropolitan Area, particularly in Nala Sopara, which experienced severe waterlogging.

Transportation services have also been significantly affected according to reports from Central Railway. A landslide occurred in the South East Ghat section, impacting railway operations between KJT and Lonavala. As of 4:30 am on July 7, 2023, 41 mail and express trains had been cancelled, 59 trains were diverted, 20 were short-terminated, and 22 were short-originated. Additionally, local train services between Lonavala and Pune were also suspended due to the disruptions.

Authorities are actively engaged in restoration efforts while continuously monitoring the prevailing weather conditions across the state. The government aims to ensure that normalcy is restored as quickly as possible to mitigate the challenges faced by the residents of Maharashtra in the aftermath of the heavy rainfall.
