The Karnataka government is contemplating a new bill that aims to regulate the utilisation of government premises and public properties by private organisations and groups that do not have formal registration. This legislative move may significantly affect entities like the Rashtriya Swayamsevak Sangh (RSS), which often conducts various activities at public grounds and government school facilities.

According to government sources, the Karnataka Cabinet reviewed the proposed legislation, known as the Karnataka Regulation of Use of Government Premises and Public Property Bill, 2026, on Thursday. This bill is expected to establish a systematic framework governing the use of public spaces, ensuring such properties are not occupied for personal or group activities without obtaining the necessary permits.

If approved, the legislation will require organisations intending to conduct programmes in government schools, public grounds, or other government properties to secure permission from the relevant authorities in advance. This approach reflects the state government’s intention to maintain control over the utilisation of public assets and ensure appropriate oversight.

Concerns Over RSS Activities in Public Spaces

The discussion around the proposed bill arises from previous apprehensions expressed by the Karnataka government regarding the RSS’s utilisation of public spaces. Home Minister Priyank Kharge had previously addressed these issues by writing to former Chief Minister Siddaramaiah, advocating for a prohibition on RSS activities in public institutions and grounds.

In his correspondence, Kharge alleged that the RSS was holding shakhas and other events in government schools and public areas, where he claimed “negative ideas” were being promoted among children and young adults. He argued that these activities contravene the principles of national unity and the spirit enshrined in the Constitution of India.

The government’s scrutiny of the RSS’s activities indicates a growing concern over the influence of such organisations in educational institutions and the potential impact on young minds. This backdrop of controversy has significantly influenced the drafting of the proposed bill.

Karnataka Chief Minister Establishes Commission for Adivasi and Nomadic Communities

In a separate development, Karnataka Chief Minister D K Shivakumar has initiated the establishment of a special commission dedicated to the development and welfare of Adivasi (indigenous) and nomadic communities within the state. This decision aligns with promises made during World Tribal Day celebrations, where the need for such a commission was underscored.

The Chief Minister’s Office (CMO) stated that the commission will serve to promote the welfare of these communities, protect their rights, and ensure that they achieve social justice. By issuing the order shortly after the celebrations, Chief Minister Shivakumar has reaffirmed his commitment to address the socio-economic challenges faced by Adivasi and nomadic groups.

The government’s focus will encompass multiple aspects, including improving access to essential services such as quality education, healthcare, housing, and infrastructure. It will also aim to enhance employment opportunities and skill development for the youth within these communities, ultimately working towards greater social and economic equity.

The CMO emphasized that this initiative reflects the government’s pledge to ensure that Adivasi and nomadic populations receive equal opportunities, thereby facilitating their overall development and integration into the socio-economic framework of Karnataka.
