Karnataka Establishes India’s First Government-Driven AI University

Karnataka is set to build India’s inaugural government-driven Artificial Intelligence (AI) university, according to Chief Minister D K Shivakumar. This initiative aims to integrate AI into the state’s developmental plans, emphasising the need for advanced AI talent and fostering collaboration among academic institutions, industries, and government bodies. The announcement was made during the launch of Google IO Connect India 2026 at the Bangalore International Exhibition Centre in Bengaluru.

The primary objective of the new university is to generate a skilled workforce in AI, enhancing both research capabilities and practical applications. Alongside this institution, the state will also create an AI Hub, envisioned as an incubation centre supporting startups, researchers, and companies engaged in AI projects.

Karnataka’s Vision for an AI-Driven Future

During his speech, Shivakumar expressed a desire for Karnataka to become an “AI-native State,” where AI technologies would enhance governance and public services. He noted that AI applications would be crucial in various sectors such as education, healthcare, agriculture, and citizen services. The intention is to utilise AI for improving teaching methods, enabling early medical diagnoses, providing agricultural advice, accelerating government service delivery, and offering solutions to support small enterprises.

Shivakumar referred to AI as a defining technological revolution, asserting that Karnataka is strategically positioned to lead this transformation. He highlighted the state’s significant contribution to India’s software exports, claiming the figure to be around 40 per cent. Furthermore, more than 17,000 startups operate within Karnataka, supported by numerous Global Capability Centres (GCCs). This robust ecosystem will be bolstered by the proposed initiatives.

The state government aims to expand its digital infrastructure, including developing data centres, to facilitate AI research and cloud computing. This enhancement will address the prerequisites of innovation and industry needs, while simultaneously producing skilled professionals equipped for the growing AI sector.

Collaboration with Tech Giants

In his address, Shivakumar extended an invitation to Google for deepening its partnership with Karnataka. He proposed collaborative efforts in five key areas: developing AI solutions for education, healthcare, and agriculture, providing support to AI startups, enhancing AI learning opportunities for students, undertaking responsible AI research, and making long-term investments in Karnataka’s technology ecosystem.

Shivakumar acknowledged Google’s established presence in Bengaluru, appreciating its contributions to strengthening the city’s status as a global technology hub. The potential partnership aims to leverage Google’s experience and resources to advance Karnataka’s AI ambitions.

This initiative is part of Karnataka’s broader strategy to position itself as a global leader in responsible and inclusive AI innovation. By merging higher education, startup support, research, and public-sector engagement, the state is working towards creating an ecosystem where AI significantly contributes to economic development and enhances the quality of life for citizens.
