Union Minister Jitendra Singh delivered a scathing critique of Rahul Gandhi during a debate in the Lok Sabha on the anti-paper leak bill. Singh suggested that Gandhi displayed a lack of awareness regarding fundamental parliamentary principles and alleged that he employed inappropriate language. This exchange occurred as the Lok Sabha approved the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026 through a voice vote.

Singh referenced language used by Gandhi that had previously sparked a significant uproar within the Lok Sabha. He questioned the appropriateness of such terminology directed towards the youth of the nation, whom he described as the future of India. Singh stated, “When such an important bill is being discussed, instead of offering suggestions, politics is being played over it.” He expressed concern over Gandhi’s use of language that could potentially demean young citizens.

Bharatiya Janata Party (BJP) members had earlier demanded an apology from Gandhi regarding his comments directed at Home Minister Amit Shah. Singh clarified that no firearms were deployed against protestors in Delhi and asserted that any such decisions rest with the magistrate, not a minister. “It was repeatedly clarified that no shots were fired; tear gas was used. Since no shots were fired, the question of issuing an order does not arise,” he elaborated.

Further Remarks on Gandhi’s Actions

Beyond the discussion on the bill, Jitendra Singh further commented on Gandhi’s past demonstrations, including a recent protest outside the Prime Minister’s residence. Singh insinuated that Gandhi’s actions reflect a sense of dissatisfaction stemming from his political ambitions. He described the scenario where Gandhi sat outside 7 Lok Kalyan Marg, alleging that this was indicative of his unfulfilled aspirations to hold the position of Prime Minister.

Singh remarked, “On July 21, the Leader of the Opposition—perhaps driven by some specific thought—went and sat outside 7 LKM.” He noted that when Gandhi received polite explanations regarding the inappropriateness of such conduct, his response was confrontational. This added to the growing tension between the Congress party and the ruling BJP.

Singh reiterated that Gandhi’s frustrations appeared evident, implying that his political grievances prompted such public displays. This incident has been seen by some as reflective of broader issues of discontent within the opposition.

Details of the Public Examination Amendment Bill

The Public Examination (Prevention of Unfair Means) Amendment Bill, 2026 seeks to strengthen penalties associated with examination malpractices. This legislative measure would increase the minimum term of imprisonment for those found guilty of unfair practices from three years to no less than five years, with a potential extension up to ten years. Additionally, the bill proposes to raise the maximum fine from Rs 10 lakh to Rs 50 lakh.

For service providers implicated in examination-related offences, the bill aims to augment the maximum fine to Rs 5 crore and extend the period of disqualification from public examinations from four years to eight years. Furthermore, the amendment suggests an increase in the minimum term of imprisonment for organised examination crimes to seven years, extendable up to ten years, while enhancing the maximum fine from Rs 1 crore to Rs 10 crore.

Moreover, the bill empowers the central government to establish a Special Task Force dedicated to investigating paper leak incidents and related offences. It includes provisions for expediting investigations by establishing timelines and designating certain courts as Special Fast Track Courts to ensure efficient legal proceedings.
