India’s Tourism Sector to Create 3 Million Jobs by 2028

The tourism and hospitality sector in India is projected to generate approximately three million new jobs by the year 2028. This forecast comes from a comprehensive report compiled by the Tourism and Hospitality Skill Council (THSC). It indicates a significant growth in the industry’s workforce, predicting an increase from 11.8 million in 2024 to 14.8 million by 2028. Major contributors to this growth include a rise in domestic travel, augmented hospitality infrastructure, and heightened demand for services related to food and accommodation.

Accommodation and food services are expected to remain the predominant sectors for job creation, accounting for an estimated 93 per cent of the total workforce in the tourism and hospitality industry. The number of employees in this sub-sector is anticipated to grow from 11 million in 2024 to around 13.8 million by 2028, cementing its status as the largest contributor to job opportunities in the forthcoming years.

The study indicates that nearly nine out of every ten new jobs will emerge from hotels, restaurants, cafes, resorts, and other establishments within the food service industry. This suggests a considerable demand for employment within these sectors as they adapt to the evolving landscape of tourism in India.

Job Roles in Demand

According to the report, the hiring landscape will be diverse, spanning across various skill levels. Of the projected three million new positions, approximately 1.1 million will necessitate skilled workers, another 1.1 million will cater to semi-skilled employees, while nearly 0.8 million jobs are expected for unskilled workers. This distribution reflects the sector’s ability to offer pathways for both newcomers and seasoned professionals.

Particular job roles are forecasted to see robust demand in the next few years. Within the hotel industry, positions such as banquet managers and assistant chefs are likely to experience significant growth. Additionally, in the food service segment, roles for assistant chefs and barista executives are emerging as some of the fastest-growing occupations.

As businesses within the hospitality sector increasingly embrace digital technologies, there will also be a rising demand for professionals skilled in digital marketing and revenue management. This trend highlights a notable shift towards technology-driven operations within the industry.

Key States for Job Creation

The report identifies several states that are expected to contribute substantially to job creation in the tourism and hospitality sector over the next four years. Maharashtra, West Bengal, and Tamil Nadu are among those projected to generate the highest demand for tourism and hospitality workers. Additionally, Uttar Pradesh, Karnataka, and Andhra Pradesh are also forecasted to experience consistent employment growth.

This expected surge in job opportunities is driven by employment trends, anticipated Gross Value Added (GVA) growth, and labour force data. The report forecasts an average annual GVA growth of 5.9 per cent in the tourism and hospitality sector between 2022 and 2028, an encouraging indicator of sustained expansion in employment opportunities.

With millions of new jobs anticipated across a variety of settings including hotels, restaurants, and associated services, the tourism and hospitality sector is poised to remain one of India’s largest employment generators. The continued growth will offer prospects across skilled, semi-skilled, and entry-level categories, making it a vital component of the national job market.
