INDIA Bloc Parties Decide to Boycott Rajya Sabha Deputy Chairman Elections

The INDIA Bloc parties have announced their decision to boycott the upcoming Rajya Sabha Deputy Chairman elections, which are set for April 17. This move appears to stem from concerns regarding the nomination process and a perceived lack of genuine consultation between the ruling party and the opposition. Congress MP Jairam Ramesh highlighted these issues during a statement made on Thursday.

Ramesh specifically pointed out that the current situation is unprecedented, noting that it is the first occasion where an individual nominated by the President to the Rajya Sabha is concurrently a candidate for the role of Deputy Chairman. He underscored that this situation raises questions about the legitimacy and fairness of the election process.

Furthermore, Ramesh expressed discontent over the Modi government’s record concerning the appointment of a Deputy Speaker in the Lok Sabha, which has remained vacant for seven years. Such a prolonged vacancy, he claimed, is unusual and indicative of a broader issue within the parliamentary framework.

Concerns Raised by Opposition

In his remarks, Ramesh outlined the three primary reasons for the opposition’s boycott. He emphasized the lack of meaningful engagement with the opposition parties in the lead-up to the elections. This environment is seen as undermining the democratic process, as it potentially leaves the opposition’s voices unheard and unconsidered in significant parliamentary matters.

He also noted the importance of the Deputy Chairman’s role, which includes presiding over Rajya Sabha sessions in the absence of the Chairman. The Deputy Chairman must maintain order and uphold the Rules of Procedure. Ramesh’s comments suggest that a more accommodating approach is necessary for the Deputy Chairman to effectively facilitate legislative discussions.

Additionally, he mentioned the hopes of the opposition that “Harivansh 3.0,” referring to the NDA’s candidate for Deputy Chairman, will demonstrate a greater willingness to engage with and respond to opposition requests. This phrase denotes the anticipation that the candidate will act in a more inclusive manner than previous incumbents.

Details on the Upcoming Elections

The election for the new Deputy Chairman of the Rajya Sabha is scheduled to take place under Rule 7 of the Rules of Procedure and Conduct of Business in the Upper House. Official parliamentary proceedings are slated to commence at 11:00 AM, which will include the laying of papers and reports on the table of the House.

This election is notably significant due to the vacancy left by Harivansh Narayan Singh, whose term ended on April 9. The absence of a Deputy Chairman has implications for the conduct of sessions, as the role is vital in ensuring orderly proceedings within the chamber.

It is noteworthy that, although elected as a representative of a political party, the Deputy Chairman is expected to exhibit impartiality in their duties once in the Chair. The expectation is that this impartiality will contribute positively to the legislative process and the facilitation of debates among diverse viewpoints.
