Harivansh Narayan Singh Re-Elected Deputy Chairman Amid Opposition Boycott

The CSR Journal Magazine

Prime Minister Narendra Modi congratulated Harivansh on his re-election as Deputy Chairman of the Rajya Sabha, asserting it demonstrates the House’s significant trust in his leadership. Modi acknowledged that Harivansh’s recent victory marks his third consecutive term in this role, highlighting the confidence that members of the House have in his abilities and approach to governance.

During his remarks, Modi emphasised the importance of Harivansh’s inclusive and straightforward working style. He mentioned that the Rajya Sabha’s functionality has notably improved throughout Harivansh’s tenure, further reflecting the faith placed in his experience and collaborative efforts to ensure all voices are considered.

Modi expressed that Harivansh’s re-election not only recognises his individual strengths but also reinforces the institution’s respect for his capabilities in fostering unity and efficiency among its members.

Election Process and Opposition’s Boycott

The election for the Deputy Chairman occurred after Harivansh’s previous term concluded on April 9. The office’s vacancy prompted Chairman CP Radhakrishnan to set the election date for Friday, following Rule 7 of the Rajya Sabha’s procedural guidelines. By noon on Thursday, the cut-off for receiving motions had been reached, and five notices in support of Harivansh were filed, with no alternative candidates submitted by the Opposition.

Sources indicate that the Opposition party chose to boycott the election, voicing their discontent with what they perceive as the government’s shortcomings, particularly regarding the prolonged absence of a Deputy Speaker in the Lok Sabha for seven years.

JP Nadda, the Leader of the House, initiated the first motion for Harivansh’s candidacy, which was supported by S Phangnon Konyak. Other motions were proposed by key BJP figures, including Nitin Nabin and Nirmala Sitharaman, reinforcing the party’s solid support for Harivansh’s continuation in office.

Criticism from the Opposition

Moreover, Ramesh highlighted the unprecedented situation where a nominated member has been considered for the Deputy Chairman position without comprehensive consultations. He pointed out that Harivansh’s appointment followed shortly after his re-nomination to the Rajya Sabha by the President, questioning the legitimacy of this rapid progression without broader discussions.

Ramesh’s remarks drew attention to the political atmosphere surrounding the election, illustrating a growing tension between the ruling government and Opposition parties, further complicated by the unresolved issue of the Deputy Speaker position in the Lok Sabha.
