Election Commission’s Role Incorporated in NCERT Class 9 Social Science Textbook

The National Council of Educational Research and Training (NCERT) has integrated a new section regarding the revision of electoral rolls and the responsibilities of the Election Commission into the revised Class 9 Social Science textbook. This update arrives amid increased scrutiny from opposition parties concerning the Special Intensive Revision (SIR) of electoral rolls.

The newly added content portrays India’s electoral process as “unparalleled” and delineates the Election Commission’s pivotal function in overseeing free and fair elections, drafting electoral rolls, and facilitating citizen engagement in the democratic mechanism.

Educational Focus on Voter List Revision

The textbook features a comprehensive explanation of the Special Intensive Revision, outlining it as a necessary procedure for updating, verifying, and rectifying voter lists. The primary objective, as noted, is to ensure that all eligible voters are included while removing entries that no longer qualify.

Emphasis is placed on the importance of this revision process, highlighting how it incorporates names of citizens who have just attained the age of voting and eliminates those due to reasons such as death, changes in residence, duplicate registrations, or other discrepancies. The chapter mentions the solicitation of claims and objections prior to the finalisation of the electoral roll, deeming this procedure essential for enhancing the accuracy of voter records.

Additionally, the content introduces critical elements of the electoral system, such as Electronic Voting Machines (EVMs), the Voter Verifiable Paper Audit Trail (VVPAT), the Model Code of Conduct, and various voter awareness initiatives.

Classroom Activities and Political Context

The revised edition also incorporates interactive classroom activities designed to deepen students’ understanding of coalition politics. One specific exercise instructs students to identify the alliances that emerged in government following the Lok Sabha elections in the years 1977, 1999, 2004, 2009, 2014, 2019, and 2024.

This inclusion coincides with ongoing political discourse surrounding the transparency of electoral rolls and the SIR initiative. While the textbook frames the electoral roll revision as an administrative task aimed at maintaining precise voter records, the subject has provoked considerable public dialogue in recent months.
