Congress President Mallikarjun Kharge Alleges Rs 1,200 Crore Ethanol-Linked Rice Scam in Madhya Pradesh

The CSR Journal Magazine

Congress president Mallikarjun Kharge has recently alleged that Madhya Pradesh has transformed into a hub of corruption under the BJP administration. This statement follows reports of an alleged rice scam linked to ethanol production. In a post shared on X, Kharge raised concerns about Prime Minister Narendra Modi’s silence regarding the issue and claimed that there has been a significant erosion of accountability in public life in the state.

Kharge’s allegations were founded on media reports suggesting that rice intended for ethanol production is reportedly being reintroduced into the Public Distribution System. This development has prompted the Madhya Pradesh state government to establish a Special Investigation Team to scrutinise a suspected multi-crore racket involving the diversion of fortified rice.

According to these reports, subsidised rice designated for ethanol plants was allegedly sold to private millers, who then recycled it back into government storage facilities. Kharge stated, “Now, a Rs 1,200 crore rice scam in the name of ethanol has come to light.” He emphasised that essential nutritional supplies for vulnerable groups, such as malnourished children and pregnant women, are being misappropriated for profit.

Extent of the Allegations

Kharge further asserted that approximately 5 lakh metric tonnes (MT) of rice are entangled in this alleged corruption scheme, which he claims is sheltered by a coalition of rice millers, the so-called ethanol mafia, and the ruling BJP government. He accused the party of complicity with the administrative machinery in diverting public grain meant for the needy.

Additionally, Kharge referred to previous scandals, notably a major land scam that had recently come to light. He mentioned allegations related to land expansions in Ujjain, where governmental infrastructure projects and a highway corridor are planned. This led to questions being raised about Chief Minister Mohan Yadav, particularly regarding allegations of land purchases made in the names of relatives.

Kharge alleged a widespread culture of corruption permeating various departments in Madhya Pradesh. He suggested that the “pattern of loot” has persisted from the Vyapam scam through multiple incidents linked to paper leaks and various allegations of malpractice across the board.

Critique of the BJP Government

Kharge’s remarks arrived amid growing concerns regarding the alleged rice diversion case. He used the findings to launch a direct assault on both the state and central BJP administrations for their perceived failures in addressing corruption and maintaining accountability.

He contended that over time, the BJP has succeeded in turning Madhya Pradesh into a “model of corruption.” He implied that Prime Minister Modi has remained indifferent to the matter, stating, “Modiji just sits there in stoic silence.” Kharge further accused the “Modi-Shah duo” of undermining the very principle of accountability in public life, asserting that power has led to a culture of complacency and neglect.

As the investigation into the ethanol-linked rice scam unfolds, Kharge’s accusations could have significant ramifications for both the BJP government in Madhya Pradesh and the party’s image at the national level. The heightened scrutiny may increase pressure on leadership to respond effectively to the allegations surrounding corruption within the state.
