Climate and Flood Risks Deepen Amid Resource Exploitation Concerns in Gilgit-Baltistan

The President of the Institute for Gilgit-Baltistan Studies, Senge Sering, has raised serious concerns regarding the management of environmental issues and governance in Pakistan-occupied Gilgit Baltistan (PoGB). He has alleged that the military is taking advantage of the region’s natural resources while neglecting the welfare of local communities facing climate-induced disasters.

In a video statement, Sering highlighted that Pakistan’s National Disaster Management Authority (NDMA) has issued warnings about the risk of Glacial Lake Outburst Floods (GLOFs). However, he claims that the effectiveness of these warnings has been compromised by military oversight in regional administrative matters.

According to Sering, environmental degradation in PoGB is escalating, exacerbated by extensive infrastructure and dam projects initiated in partnership with China. He asserts that these initiatives are not only endangering the local ecology but are also heightening the likelihood of flooding.

Allegations Of Resource Mismanagement

Sering has alleged that financial resources intended for flood forecasting and disaster management are being misallocated, leaving local populations increasingly vulnerable during flood seasons. He highlighted the recurring devastation of transport infrastructure in places like Diamer and Hunza, asserting that authorities intentionally avoid implementing permanent repairs.

He expressed that such intentional delays allow military-affiliated organisations to profit from reconstruction efforts. The cyclical damage to roads contributes to inflating food prices and causing severe shortages in the region’s remote mountainous areas, according to his claims.

Additionally, residents from regions such as Hunza, Ghazar, Diamer, and Shigar are reportedly relying more on volunteers for the reopening of blocked access routes and the restoration of connectivity, as the military maintains stringent control over regional administration. Sering pointed out that fuel shortages coupled with financial strains compound public frustration in PoGB.

Call For Local Autonomy And Economic Self-Sufficiency

Sering has called for increased local autonomy, arguing that the resources in PoGB are adequate for local residents to support their own economy and development. He contends that Pakistan’s focus on the region has been largely one of “theft and exploitation,” warning that ongoing military dominance is likely to exacerbate both economic and ecological challenges faced by the local populace.

He asserted that without significant changes in governance and resource management, the prospects for the residents of PoGB will remain bleak. The lack of local decision-making power and continued military control are seen as pivotal issues that must be addressed to improve the situation.

As Gilgit-Baltistan faces increasing threats from climate change and infrastructural neglect, the debate over military involvement and resource management continues to be a focal point for activists and local leaders. The effectiveness of disaster management remains a critical concern, putting the lives and livelihoods of many at risk.
