Class 12 Student Sarthak Siddhant Launches Public Portal with 1.66 Crore Government Records

Class 12 student Sarthak Siddhant has introduced a public portal featuring approximately 1.66 crore records sourced from the Government of India’s Central Public Procurement (CPP) Portal. This initiative aims to enhance transparency in public spending and was shared on X, where Siddhant expressed the importance of making transparency accessible to all.

Over a span of two weeks, Siddhant collected and organised the procurement data, making it freely available for citizens, journalists, and researchers. He remarked that this venture marks “the beginning” of a broader effort to encourage public accountability and the independent analysis of government records.

By bringing this extensive database to the public, he is inviting users to download and scrutinise the data for themselves, thereby fostering an environment of informed civic engagement.

Public Spending Records Database

This new portal extends Siddhant’s commitment to transparency beyond the education sector. The database is built entirely from procurement information archived on the CPP Portal. Siddhant aims to simplify the search and analysis of public spending records, a significant step towards making governmental operations more transparent.

His previous work regarding the Central Board of Secondary Education’s (CBSE) tender process gained significant attention, eventually leading him to present his findings to the Parliamentary Standing Committee on Education. During this presentation, he highlighted his observations on the issues surrounding the CBSE’s evaluation system and its procurement methods.

With the launch of the procurement database, Siddhant aspires to motivate more individuals to critically assess government data, potentially contributing to increased public accountability across various sectors.

Background of Sarthak Siddhant’s Research

Siddhant first gained national recognition for his in-depth analysis of CBSE’s On-Screen Marking (OSM) system, alongside procurement documents related to the digital evaluation of Class 12 answer sheets. His investigation began with the examination of his own answer sheets, where he noted discrepancies in the marks he received.

As concerns over transparency in digital evaluations rose among students, Siddhant delved into various publicly available versions of CBSE tender documents. He identified notable variations in eligibility criteria, performance clauses, and certification requirements throughout different stages of the bidding process.
