China Begins Construction of Mega Dam Near Indian Border, Raising Concerns for Northeast

The CSR Journal Magazine

China has officially begun construction of the world’s largest dam on the lower reaches of the Yarlung Tsangpo river in Tibet, a project located around 50 kilometres from the Indian border that has heightened concerns over its potential impact on downstream regions in India’s Northeast.

According to information obtained from intelligence sources and supported by recent satellite imagery, Beijing is moving ahead rapidly with the ambitious hydropower project despite longstanding concerns raised by New Delhi over transboundary river management.

Mega Project Located Near Indian Border

The dam is being constructed on the lower reaches of the Yarlung Tsangpo river, which enters India through Arunachal Pradesh as the Siang river before flowing downstream as the Brahmaputra.

The project is expected to become the world’s largest hydropower facility and forms part of China’s broader infrastructure expansion strategy in Tibet.

Its proximity to the Indian border has amplified concerns regarding the possible implications for water security and ecological stability in downstream areas.

Concerns Over Water Flow and Ecology

Indian officials have expressed concerns that the mega project could alter the natural flow of the river, affect agricultural activities and disrupt ecosystems in Arunachal Pradesh and Assam.

Authorities are also wary of the possibility of unpredictable flooding patterns and other environmental consequences that could affect communities dependent on the Brahmaputra basin.

Experts have long argued that large-scale interventions on transboundary rivers require greater transparency and coordination among riparian countries to minimise downstream risks.

Government Monitoring Developments Closely

The Government of India has said it is closely monitoring all developments concerning the Brahmaputra river basin, including China’s plans for hydropower exploitation on the Yarlung Tsangpo.

In a written reply in the Lok Sabha, the government stated that it remains vigilant regarding activities that could have implications for downstream regions and has been assessing the evolving situation carefully.

The Centre said it is implementing preventive and corrective measures aimed at protecting the lives, property and livelihoods of people residing in vulnerable areas.

India Presses for Transparency and Data Sharing

New Delhi has consistently conveyed its concerns to Beijing and has urged Chinese authorities to ensure transparency and prior consultation on projects involving transboundary rivers.

India has also emphasised the importance of timely hydrological data sharing and cooperation to address concerns related to water management and disaster preparedness.

The issue of river water management has remained an important aspect of discussions between the two countries owing to the strategic and ecological significance of the Brahmaputra basin.

Focus on Flood Preparedness in Northeast

Alongside diplomatic engagement, India is strengthening its flood forecasting capabilities and river monitoring mechanisms across the Northeast.

Efforts are also underway to improve infrastructure resilience and enhance disaster preparedness in areas that could be vulnerable to any changes in water flow or extreme weather events.

These measures are intended to mitigate potential risks and ensure greater protection for communities living in downstream regions.

Strategic and Environmental Implications Under Scrutiny

While China has maintained that the project is intended to generate hydropower and support economic development in Tibet, concerns over its downstream effects continue to persist in India.

The Brahmaputra river system plays a vital role in sustaining agriculture, biodiversity and livelihoods across several northeastern states, making any upstream intervention a matter of strategic importance.

With construction now officially underway, India is expected to continue monitoring developments closely while pursuing diplomatic and technical measures to safeguard its interests.
