Patna, India: The Bihar Cabinet, led by Chief Minister Nitish Kumar, approved a proposal to reserve 84.4 per cent of teacher recruitment posts for domicile residents on Tuesday. The move aimed to prioritise local candidates in the state’s education sector, comes ahead of the upcoming Bihar Assembly elections scheduled for October-November this year.
“The proposal for giving preference to native residents of the state in teachers’ recruitment exams was cleared,” Additional Chief Secretary (Cabinet Secretariat) S Siddharth told the press following the state cabinet meeting held on Tuesday.
This announcement follows Chief Minister Nitish Kumar’s remarks on Monday, where he claimed that the policy would be applied to the recruitment process for school teachers.
CM Nitish Kumar had mentioned in an X post on Monday, “The Education Department has been directed to make necessary amendments to the relevant rules to give priority to the residents (DOMICILE) of Bihar in the recruitment of teachers. This will be implemented from TRE-4 onwards.
TRE-4 will be conducted in the year 2025, and TRE-5 will be conducted in the year 2026. Instructions have also been given to conduct STET before the organization of TRE-5.”
The decision is part of the Bihar State School Teacher Appointment, Transfer, Disciplinary Action and Service Condition (Amendment) Rules, 2025, which was among the 36 proposals approved in Tuesday’s Cabinet meeting.
Bihar already has a 50 per cent caste-based reservation
Cabinet Secretariat’s Additional Chief Secretary S. Siddharth said that Bihar already has a 50 per cent caste-based reservation, 10 per cent reservation for economically weaker sections (EWS) for the general category, and 35 per cent horizontal reservation within categories for women of Bihar origin.
From the remaining 65 per cent of the general category seats, the Cabinet has now decided that 40 per cent of these seats will be reserved for candidates, who have passed matriculation (Class 10) and intermediate (Class 12) from any board within Bihar. This leaves just 15 per cent of the total seats open to all candidates, including those from outside Bihar.
35 percent reservation in all state government jobs for women
Bihar CM Nitish Kumar recently announced a 35 percent reservation in all state government jobs for women who are permanent residents of Bihar. The additional chief secretary to the Bihar cabinet further highlighted that, as per the government’s decision, only residents of the state will be able to avail of the 35% reservation quota for women.
“Of the remaining seats, 40 per cent shall now be reserved for native residents of Bihar, who completed their class 10 and class 12 in the state. So the quota for native residents effectively will be more than 85 per cent,” he added.
