Bihar Govt Orders Judicial Inquiry Into Police Encounter Death of Bharat Bhushan Tiwari

The Bihar administration has announced a judicial investigation into the death of Bharat Bhushan Tiwari, a 28-year-old man who died during a police encounter on June 17, 2026, in Bhojpur district. This action has been taken to address growing concerns from both the public and legal sectors regarding the circumstances surrounding Tiwari’s death.

Sudhanshu Kumar, the Additional Director General of Law and Order, confirmed the establishment of a high-level, independent inquiry, aiming to ensure accountability. He indicated that the government is moving beyond routine departmental assessments in favour of a more thorough investigation.

“An official case has been registered concerning this incident,” ADG Kumar remarked. “The Deputy Inspector General of Shahbad has been appointed to lead the investigation, and a committee has been established under a retired High Court judge to maintain impartiality and transparency throughout the process,” he added.

Details of the Incident and Controversy

Bharat Bhushan Tiwari, recognised locally as a student and an activist from Bilauti village, had been vocally criticising governmental inaction regarding flood rehabilitation efforts in Jawania village. His public distrust led him to post videos on social media, making alarming allusions to “encountering” local officials. This prompted local police to surround his residence.

On June 16, 2026, the Bhojpur Police reported that they perceived Tiwari as “mentally unstable” and were attempting to disarm him before taking him to a mental health facility. The situation escalated the following day, culminating in Tiwari being shot by the Special Task Force alongside local police. Despite efforts to save him, he ultimately succumbed to his injuries.

The narratives surrounding the incident have become polarized. The police contended that Tiwari fired between eight to ten rounds from an illegal weapon at the officers, compelling the STF to return fire in self-defence. Conversely, footage broadcasted on social media shortly before the events depicted Tiwari appearing to surrender by tossing his pistol towards the police.

Political and Legal Repercussions

The circumstances of Tiwari’s death have triggered significant political and legal ramifications in Bihar. An outpouring of public dissent has placed considerable pressure on the government. In response to public outcry, Chief Minister Samrat Choudhary has mandated a formal independent judicial inquiry led by a retired High Court judge to investigate the incident comprehensively.

The Bihar administration has acted decisively by suspending four police officers, including the local Station House Officer, pending the outcome of the inquiry. As the situation develops, officials have emphasised their commitment to conducting the investigation with complete transparency.

Residents and Tiwari’s family maintain that the police used excessive force against an unarmed individual who had surrendered, complicating the narrative further. The investigation will now strive to clarify the events leading up to Tiwari’s death, balancing both accounts of the encounter to uncover the truth.
