Andhra Pradesh Introduces Incentives for Third and Fourth Child

On May 17, Andhra Pradesh Chief Minister N Chandrababu Naidu announced cash incentives aimed at families welcoming a third or fourth child. This initiative seeks to counter the dropping population figures in the state. During a public meeting held in Narsannapeta, Naidu revealed that the government will offer Rs 30,000 for the birth of a third child and Rs 40,000 for a fourth child. He emphasised the importance of children as a national asset rather than a burden.

The Chief Minister’s recent proposal builds upon an earlier suggestion that provided a Rs 25,000 incentive for families having a second child. The government views these financial bonuses as necessary actions to boost the state’s population growth.

Political Reactions to the Policy

The announcement has sparked a political debate in Andhra Pradesh, with various party leaders expressing differing opinions on the effectiveness and intent of the policy. While representatives of the ruling party have lauded this initiative as a strategic response to declining fertility rates, opposition figures have raised concerns regarding its viability, citing issues such as fiscal constraints and unemployment in the state.

Some political leaders perceive the incentives as part of a broader vision to address demographic decline, arguing that it is essential to fortify the economy through population increases. Others contend that a more effective approach would focus on job creation and industrial growth to alleviate the challenges brought about by fluctuating population dynamics.

Telugu Desam Party (TDP) National Spokesperson Kommareddy Pattabhiram stated that Andhra Pradesh’s Total Fertility Rate (TFR) stands at approximately 1.5, significantly lower than the replacement level of 2.1, which has raised alarms about future demographic stability. He noted that most Indian states are grappling with low fertility rates, highlighting the urgency of the Chief Minister’s appeal for larger families.

Government’s Long-Term Development Strategy

The TDP has positioned the cash incentives as part of the ‘Swarna Andhra Vision 2047’, a long-term framework aimed at achieving substantial economic goals. This includes targeting a Gross State Domestic Product (GSDP) of $2.4 trillion and raising per capita income to Rs 55 lakh by 2047. The government stresses that addressing the declining population is integral to achieving these ambitious targets.

Supporters of the initiative argue that Andhra Pradesh’s proactive stance on demographic issues is necessary in the context of global trends where many nations are experiencing population decline and an ageing demographic. They assert that tapping into population growth is vital for ensuring a robust future for the state.

Conversely, critics underscore that the current economic climate, characterised by rising debt and unemployment, complicates the feasibility of implementing these financial incentives. Figures from the opposition argue that the government should instead concentrate on enhancing governance and economic stability before introducing such policies.

Concerns from the Opposition

Congress leader Udit Raj commented on the necessity for legislative action to support population control measures and advocated for increased budget support for states managing population growth effectively. Furthermore, he raised concerns about potential reductions in parliamentary representation due to falling populations in southern states.

Others, such as Samajwadi Party MP Shiv Pal Singh Patel, have maintained that comprehensive strategies addressing population growth require a wider focus on establishing industries to manage job creation and economic balance. This perspective reframes the discussion, calling for integrated solutions to demographic challenges rather than solely incentivising larger families.
