Women’s Safety in India Varies Significantly by Region, with Alarming Crime Rates in Delhi and Jaipur

According to recent statistics, India experiences the tragic loss of 16 women daily due to dowry-related harassment. This issue highlights a broader pattern of violence against women, which is not limited to dowry deaths alone. The safety of women in India displays significant disparities when evaluated across different states and cities, with variations occurring even within short distances.

Crime Rates Against Women by Region

The National Crime Records Bureau reported that Delhi had the highest crime rate against women in 2024, with a staggering 130.7 cases per lakh women, a position it has held since 2022. Following closely are Telangana, Odisha, Haryana, and Rajasthan, with Telangana recording 128.6 cases per lakh women in 2024, while Odisha indicated rates exceeding 118. These statistics encompass crimes documented under the Indian Penal Code, the Bharatiya Nyaya Sanhita, and various Special and Local Laws.

In contrast, Nagaland reported the lowest crime rate at just 5.1 cases per lakh women, positioning it as the safest state in the country for women. Manipur and Gujarat also reported figures significantly below the national average of 64.6 cases per lakh women. The disparity in safety across different regions of India is stark and indicative of systemic issues that need addressing.

Between 2020 and 2024, certain states demonstrated notable declines in crime rates against women. Assam saw the most considerable drop, falling from 154.3 to 59.3 cases per lakh women, representing a reduction of 95 cases. Jharkhand, West Bengal, and Gujarat also witnessed significant decreases during this four-year span. Conversely, states such as Telangana observed an upward trend, where the crime rate against women surged from 95.4 in 2020 to 128.6 in 2024.

Safety of Major Cities in India

Within urban settings, Jaipur was reported to have the highest crime rate among the surveyed cities, with an alarming 199.6 cases per lakh women. Lucknow and Indore trailed behind, while Delhi itself registered a crime rate of 176.7 cases per lakh women in 2024. This comparison illustrates the varying safety levels women experience in urban environments across India.

Pit against these statistics is Chennai, which boasts one of the lowest crime rates among major cities, recording only 25.4 cases per lakh women. Additionally, Kolkata and Coimbatore are also noted for their safer conditions. The disparity between Jaipur and Chennai is particularly striking, with the former’s rate being nearly eight times higher than that of the latter.

Amidst these challenges, data indicates a decline in several major crimes against women in 2024 in comparison to the previous year. Reports show a 14 per cent reduction in cases of cruelty inflicted by husbands or relatives, while instances of kidnapping and abduction fell by 20 per cent. Assaults on women saw a significant drop of 42 per cent, and dowry-related crimes also decreased by eight per cent between 2023 and 2024. This overall decline provides a glimmer of hope amidst ongoing concerns for women’s safety.
