UP Govt Tables ₹24,496.98 Crore Supplementary Budget, Focus on Power, Health and Growth

The Yogi Adityanath-led Uttar Pradesh government on Monday presented a supplementary budget of ₹24,496.98 crore for the financial year 2025–26 in the state Assembly. Finance Minister Suresh Khanna introduced the budget during the winter session, stating that the additional allocation aims to maintain the pace of development while addressing emerging financial requirements across priority sectors.

3.03% Addition to Original Budget

The Finance Minister informed the House that the original budget size for 2025–26 was ₹8,08,736.06 crore. The supplementary budget constitutes 3.03 percent of this amount, taking the total budget outlay for the current financial year to ₹8,33,233.04 crore. He emphasized that the additional provisions were necessary to ensure uninterrupted execution of key schemes and projects.

Revenue and Capital Expenditure Balance

Out of the total supplementary allocation, ₹18,369.30 crore has been earmarked for revenue expenditure, while ₹6,127.68 crore has been allocated for capital expenditure. Khanna said the government has focused on meeting immediate administrative and welfare needs, while also strengthening infrastructure through increased capital investment.

Power, Industry and Health Top Priorities

Highlighting sector-wise allocations, the Finance Minister said industrial development has been allotted ₹4,874 crore, reflecting the government’s focus on boosting investment and employment. The power sector received ₹4,521 crore to strengthen electricity infrastructure and supply. Health and family welfare has been allocated ₹3,500 crore to improve healthcare services and facilities across the state.

Urban Development and Education Get Boost

Urban development has been allotted ₹1,758.56 crore, with emphasis on improving urban infrastructure and civic amenities. Technical education received ₹639.96 crore, aimed at promoting skill development, innovation, and workforce readiness to meet future economic demands.

Focus on Social and Green Sectors

The supplementary budget also prioritizes social welfare and sustainable development. A provision of ₹535 crore has been made for women and child development schemes. To promote renewable energy, ₹500 crore has been allocated to the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA). Medical education has received ₹423.80 crore, while ₹400 crore has been earmarked for the sugarcane and sugar mill sector to support farmers and industry operations.

Fiscal Discipline and Economic Outlook

Reaffirming the government’s commitment to fiscal responsibility, Suresh Khanna said Uttar Pradesh continues to fully comply with the provisions of the Fiscal Responsibility and Budget Management (FRBM) Act. Citing Government of India estimates, he stated that the state’s Gross State Domestic Product (GSDP) is projected at ₹31.14 lakh crore, indicating strong economic growth. Under Chief Minister Yogi Adityanath’s leadership, the state is steadily moving towards becoming a revenue-surplus economy.
