Upendra Dwivedi Explains Why Operation Sindoor Was Strategically Halted Against Pakistan

Army Chief General Upendra Dwivedi has characterised the cessation of Operation Sindoor as part of India’s new “smart power” doctrine. He stated that India intentionally ceased operations after successfully meeting its military and strategic goals in addressing terror infrastructure allegedly linked to Pakistan. Speaking at the National Seminar on Security to Prosperity, organised by the Centre for Land Warfare Studies (CLAWS), he elaborated on the coordinated approach that combined military precision with diplomacy, information management, and economic determination.

General Dwivedi emphasised the significance of the operation, revealing that it unfolded in a precisely defined 22-minute operational window on the night of May 6-7, 2025. The Army Chief articulated that Operation Sindoor represented a comprehensive national act, showcasing the effective synergy of various strategic components.

He further explained that the operation was not solely focused on inflicting damage but also on conveying a strategic message through restraint. This multifaceted approach aimed to dismantle terror infrastructure while tactfully signalling India’s resolve without escalating the situation unnecessarily.

Smart Power in Military Strategy

General Dwivedi noted that the deliberate halt after 88 hours exemplified the complete expression of smart power, reflecting a nuanced understanding of when and how to apply military force. He stated, “It struck deep, dismantled terror infrastructure, punctured a long-standing strategic exemption, and then stopped. Deliberately and purposefully.” This strategy is intended to convert a military action into a strategic statement.

In discussing the global geopolitical landscape, the Army Chief indicated that current international relations are characterised by disorder and a return to confrontation, contrasting the earlier expectations of a globally interconnected world. He remarked that the anticipated transition towards prosperity has been disrupted and that power politics is once again influencing economic structures.

General Dwivedi referred to the historical context, mentioning the “End of History” thesis presented by Francis Fukuyama in 1992. He argued that, rather than progressing beyond power politics, the current scenario reflects a world where such dynamics are being harnessed to reorganise economic prosperity.

Warnings to Pakistan Amid Rising Tensions

The Army Chief’s remarks arrive in the context of ongoing tensions between India and Pakistan, particularly following the actions taken during Operation Sindoor. Earlier, General Dwivedi issued a caution to Pakistan, urging the nation to reconsider its approach towards supporting terrorism. He stressed that Pakistan must contemplate its future role in the annals of history and geography if it continues such actions.

This warning is regarded as one of India’s most robust statements directed towards Pakistan in recent months. Indian military officials have maintained that the operational readiness associated with Operation Sindoor continues to be a priority, ensuring that forces remain prepared and capable of responding to threats as necessary.

The heightened level of readiness highlights India’s strategic commitment to address security challenges posed by terrorist activities within the region. The Indian Army’s stance demonstrates its intent to maintain security and stability, while simultaneously signalling its unwillingness to tolerate any form of support for terrorism by neighbouring countries.
