Unrest in Karnataka Government as Ministers Seek New Portfolios

The Karnataka government is facing renewed challenges as discontent among its ministers emerges following Chief Minister DK Shivakumar’s recent announcement regarding the resolution of the Ramalinga Reddy issue. Several ministers, dissatisfied with their portfolio allocations, have travelled to Delhi to seek discussions with the Congress leadership. Notably, Bengaluru Development Minister Krishna Byre Gowda has yet to officially assume control of his assigned department, despite its allocation.

Congress MLA Rizwan Arshad has also arrived in the national capital, reportedly in pursuit of a position within the state cabinet. The activities of these officials have sparked speculation that the ongoing restructuring of portfolios in Karnataka may not yet be concluded, even as the Congress party attempts to project unity following the conflict involving senior minister Ramalinga Reddy.

Krishna Byre Gowda’s Appeals for Authority

Insiders have indicated that Krishna Byre Gowda is advocating for enhanced oversight by requesting that both the Bengaluru Development Authority (BDA) and the Bengaluru Metropolitan Region Development Authority (BMRDA) be placed under his Bengaluru Development portfolio. The minister reportedly argues that without jurisdiction over these agencies, his department’s ability to exert influence over planning and development within Bengaluru and its surrounding areas would be significantly diminished.

This visit to Delhi has reignited conversations regarding the possibility of reopening negotiations about the portfolio allocations made following the new Cabinet’s formation, suggesting that ongoing tensions may necessitate further adjustments.

Similarly, Rizwan Arshad’s lobbying illustrates a wider issue within the party, as numerous ambitions appear to remain unfulfilled despite the Cabinet’s establishment, thereby presenting an additional challenge for Chief Minister Shivakumar in his efforts to fortify his administration.

Aftermath of the Reddy Controversy

The latest developments unfold within a week of Chief Minister Shivakumar successfully resolving a significant crisis involving senior Congress figure Ramalinga Reddy. Reddy had stepped down from the Major and Medium Irrigation portfolio, alleging that promises made regarding the Bengaluru Development Department had not been upheld. He publicly asserted his desire for the Bengaluru Development portfolio, claiming it had been promised to him prior to the cabinet’s formation.

Ultimately, this portfolio was assigned to Krishna Byre Gowda instead, leading to a public dispute that tested Shivakumar’s nascent government. Following a protracted late-night discussion between Shivakumar and Reddy, tensions seemingly eased.

Shivakumar reassured the media that their long-standing friendship prevailed, indicating that all matters were amicably addressed. Reddy echoed the sentiment, confirming that the matter had reached a resolution and emphasised that there was no need for further speculation on the issue.

Managing Internal Expectations

While the immediate crisis involving Ramalinga Reddy has been resolved, the movements of various leaders to Delhi highlight persistent dissatisfaction concerning portfolio distributions. For Shivakumar, who entered office with promises of a cohesive and stable governing environment, challenges now extend well beyond one individual disagreement.

Continuing demands for enhanced powers and aspirations for cabinet appointments indicate that the Congress leadership may need to intervene again to navigate these competing interests within the structure of Karnataka’s ruling establishment. The ability to manage these expectations effectively will be crucial for maintaining party unity and stability in the state government moving forward.
