UK Athletics Fined £350,000 Over Death of UAE Paralympian Abdullah Hayayei in 2017

The recent fine imposed on UK Athletics stems from the tragic incident involving Abdullah Hayayei, a Paralympian from the United Arab Emirates, who lost his life in 2017 while training in London. Hayayei was preparing for the World Para Athletics Championships at the Newham Leisure Centre when the accident occurred, resulting in significant legal repercussions for the athletics organisation.

During the training session, a metal throwing cage fell on Hayayei, causing fatal injuries. At the time of the incident, he was 36 years old and had previously competed in javelin and shot put at the 2016 Paralympic Games in Rio de Janeiro, Brazil. Emergency services pronounced him dead at the scene, prompting an investigation into the circumstances surrounding the accident.

A police and health and safety inquiry uncovered that stabilising metal lattice base plates for the discus cage were missing, contributing to the unsafe conditions present at the facility. This finding became a crucial point in the legal proceedings that followed.

UK Athletics Admits Responsibility and Faces Penalties

UK Athletics admitted to charges of corporate manslaughter in February and has since been fined £350,000 (approximately $471,000). Additionally, the organisation has been ordered to pay £44,000 (around $59,000) in court costs, underscoring the seriousness of the legal outcomes stemming from this tragic incident. The penalties reflect the severity of the organisation’s negligence in ensuring a safe training environment.

Keith Davies, who served as the head of sport for the 2017 World Para Athletics Championships, also faced legal consequences. Davies pleaded guilty to an offence under the Health and Safety at Work Act and received a community order that mandates 175 hours of unpaid work, highlighting individual accountability in addition to that of the organisation.

In a statement addressing the situation, Colin Gibbs from the Crown Prosecution Service described the circumstances as gross negligence. He pointed out that the failure to maintain safe equipment directly led to the death of a promising athlete and emphasised that Hayayei’s death was entirely preventable.

Following the court’s decision, UK Athletics extended its sincere apologies for the incident, acknowledging the profound impact of the tragedy. The organisation stated that the lapses in safety protocols identified during the investigation should never have occurred.
