Two Dead, Several Injured and Missing in Wayanad Tunnel Collapse

A collapse at the Wayanad tunnel construction site has resulted in two deaths, with seven individuals injured and seven others reported missing. Keralam’s Chief Minister, VD Satheesan, characterised the situation as an “unfortunate disaster” and noted that contractors allegedly did not adhere to instructions regarding the removal of excavated soil, despite multiple warnings from authorities.

The Kerala State Disaster Management Authority (KSDMA) stated that debris accumulated during excavation activities slid due to heavy rainfall, obstructing access routes. Following the incident, personnel from the National Disaster Response Force (NDRF), state police, and Fire and Rescue Services were mobilised for rescue operations.

Details of the Incident

Upon addressing the media, Satheesan confirmed that two persons had died and that seven individuals were receiving medical treatment at a hospital. The Chief Minister reported that another seven individuals were unaccounted for following the incident. He indicated that adverse weather conditions, including heavy rain and the nature of the soil, significantly complicated rescue efforts.

Notably, the region experienced approximately 225 mm of rainfall, contributing to the challenges faced by emergency teams. Satheesan remarked on the accumulation of excavated soil being a known risk, stating, “It was recognised that if it rained, it would lead to an accident.” He underscored that all necessary measures were taken by the government and the Disaster Management Authority.

According to Satheesan, orders were issued on June 20 by the District Collector and the Chairman of the Disaster Management Authority, mandating that the excavated soil be cleared. However, he claimed that these directives were not followed by the contractors, despite a subsequent meeting with the Public Works Department minister.

Rescue Operations Underway

In response to the situation, eight excavators were deployed to assist in the rescue efforts, with additional personnel from Kozhikode being dispatched to the site. Suresh Babu, Chairman of the Standing Committee of Kalloor Grama Panchayat, reported that six injured workers had been transferred to WIMS Hospital and one body had been retrieved.

Babu detailed that the front section of the site, where excavation had occurred, collapsed completely due to the combination of heavy rainfall and other contributing factors. He stated, “The collapse occurred from the top, impacting the area where concrete reinforcement was implemented.” The incident illustrates the dangers associated with construction under adverse weather conditions.

Earlier, Chief Minister Satheesan convened an emergency meeting to discuss the collapse and directed specific ministers to oversee the rescue and relief operations. Revenue Minister AP Anil Kumar and Wayanad Minister T Siddique were both instructed to ensure effective management of the situation on-site.

Weather Conditions and Alerts

The India Meteorological Department (IMD) has issued a red alert for the Wayanad and Kozhikode districts, predicting extremely heavy rainfall that may exacerbate the circumstances of rescue efforts. Ongoing precipitation poses additional challenges, as emergency teams work diligently to locate those still missing and ensure the safety of the injured.

In light of the severe weather and operational difficulties, Satheesan reiterated the importance of following safety protocols in construction zones. The incident serves as a reminder of the critical need for compliance with safety measures to prevent such tragedies.

As rescue operations continue, officials remain hopeful for a positive outcome despite the daunting conditions and the scale of the incident. The Ministry of Home Affairs has been alerted concerning the ongoing response efforts and the possible need for additional support.
