US President Donald Trump and Ukrainian President Volodymyr Zelenskyy met at the White House on Tuesday to discuss expanding Ukraine’s defence capabilities, including the production of Patriot interceptor missiles, as the war with Russia continues. The leaders also exchanged views on diplomacy and strengthening military cooperation ahead of attending the funeral of Senator Lindsey Graham.

The meeting reflects a more supportive approach by the Trump administration towards Ukraine after earlier uncertainty over continued US backing for Kyiv.

Patriot Production Takes Centre Stage

Following the meeting, Zelenskyy said discussions focused on granting Ukraine licences to manufacture Patriot interceptor missiles and other initiatives aimed at strengthening the country’s defence industry.

“The President and I discussed licences for Patriot interceptor production and several other ideas that could help,” Zelenskyy said in a post on social media, adding that he also expressed condolences to Trump over the death of Senator Lindsey Graham.

He said the two leaders also discussed diplomatic efforts to end the conflict, stressing that “it is important that the diplomatic process be reinvigorated.”

Earlier this month, Trump announced during the NATO summit in Ankara that the United States would provide Ukraine with a licence to produce Patriot defence systems, fulfilling a long-standing request from Kyiv to help counter Russian missile attacks.

White House Signals Stronger Cooperation

White House Press Secretary Karoline Leavitt described Trump’s meetings with both Zelenskyy and Israeli Prime Minister Benjamin Netanyahu as “positive and productive”.

Later in the day, Zelenskyy met officials from defence manufacturer Lockheed Martin to discuss expanding cooperation in defence production and technology sharing.

“Ukraine has a lot to share with those who help us protect lives,” Zelenskyy said after the meeting.

Luke Coffey of the Hudson Institute said expanding Patriot interceptor production would benefit not only Ukraine but also the United States and its allies by increasing global supplies at a time of heightened security challenges.

Regional Conflicts Feature in Discussions

Zelenskyy’s visit came amid increasing overlap between developments in the Russia-Ukraine war and tensions in the Middle East.

Ahead of the meeting, the Ukrainian President alleged that Russia had assisted Iran by providing satellite imagery of US military bases in the Gulf, claiming there was a connection between those images and subsequent Iranian attacks.

Trump, however, downplayed the allegation, saying he did not believe Russia had provided significant assistance to Iran.

Over the weekend, Ukrainian forces also targeted at least one Iranian vessel in the Caspian Sea. Ukrainian Foreign Minister Andrii Sybiha said Kyiv’s actions were solely aimed at defending Ukraine against Russian aggression and were not intended to target civilian ships or individuals. Iran said at least one sailor was killed and demanded compensation for the losses.

Sanctions and War Strategy Also Discussed

Following Senator Lindsey Graham’s funeral at Washington National Cathedral, Zelenskyy met US lawmakers on Capitol Hill as Republican leaders sought to advance Graham’s sanctions legislation before Congress enters its August recess.

The proposed bipartisan Bill would impose tariffs on imports from the five largest purchasers of Russian oil and natural gas, including China and India. It also proposes sanctions against Russian President Vladimir Putin, senior Russian political and military leaders, financial institutions and energy projects.

The Washington meetings combined discussions on military assistance, defence production, diplomacy and sanctions, underscoring continued international efforts to strengthen Ukraine’s position as the conflict with Russia enters its fifth year.
