Zelenskyy is making the journey to Washington as a tribute to Graham, who notably visited Kyiv recently in an effort to secure a sanctions package against countries that purchase Russian oil, gas, and exports. The meeting arrives in the wake of allegations made by Zelenskyy, claiming that Russia has been extending support to Iran, a matter that Trump has downplayed but indicated he would address with Russian President Vladimir Putin.

Discussions around Ukraine’s situation are gaining visibility due to various factors, including the influence of far-right activist Laura Loomer, who has recently indicated that her perspective on the war has shifted following her visit to Ukraine. After attending Graham’s funeral, Zelenskyy plans to meet with senators at the Capitol on Tuesday evening, an event that follows his earlier engagements in Washington. There is broad interest among Republican leaders in moving forward with Graham’s sanctions legislation, which is seen as a significant tribute to his legacy following his unexpected passing due to a medical emergency.

The June meeting in Ankara between Trump and Zelenskyy, which occurred on the sidelines of the NATO summit, resulted in an agreement for the US to provide Ukraine with a licence to manufacture Patriot air defence systems. This has been a long-standing request from Ukraine to enhance its defence capabilities against Russian missile strikes. Trump indicated that there was a productive rapport between himself and Zelenskyy, and he expressed confidence that Ukraine would be able to produce these systems rapidly.
