The Monsoon Session of Parliament opens today with the Lok Sabha set to introduce The Supreme Court (Number of Judges) Amendment Bill, 2026. This legislation aims to further amend the Supreme Court (Number of Judges) Act, 1956. Union Minister Arjun Ram Meghwal is expected to seek permission to present this Bill, which intends to replace an ordinance issued by the Centre that proposes an increase in the number of judges sanctioned for the Supreme Court from thirty-three to thirty-seven.

Additionally, the Lok Sabha will conduct obituary references at the beginning of the proceedings to honour several former Members of Parliament who passed away. This will include tributes to figures such as Nadendla Bhaskara Rao and Major General Bhuwan Chandra Khanduri among others.

Following the tribute segment, the House will enter Question Hour, where members can interrogate the government on various matters. Arjun Ram Meghwal, along with ministers from the Ministries of Finance and Environment, will lay relevant documents on the Table of the House, ensuring transparency in governmental operations.

Joint Committee on Offices of Profit Motion Tabled

As part of its legislative business, the Lok Sabha is poised to address a motion regarding the Joint Committee on Offices of Profit. This motion, put forth by BJP MPs Eatala Rajender and Ajay Bhatt, seeks to elect two members from the Rajya Sabha to fill vacancies due to the retirement of NR Elango and Deepak Prakash.

This election will employ a system of proportional representation through the single transferable vote, which aims to facilitate a more democratic selection process. Once the Rajya Sabha elects its representatives, the names will be communicated to the Lok Sabha as part of the formal procedure.

Moreover, the Lok Sabha will revisit Matters under Rule 377 later in the day, allowing members to raise various issues of public interest that may need urgent attention during the session.

Rajya Sabha Plans to Amend Prevention of Insults to National Honour Act

On the same day, Union Home Minister Amit Shah is scheduled to introduce a Bill in the Rajya Sabha aimed at amending the Prevention of Insults to National Honour Act, 1971. The proposed amendment would categorise any obstruction or insult to the national song “Vande Mataram” as a criminal act.

The introduction of this Bill comes amidst ongoing discussions on national pride and respect for national symbols. The Rajya Sabha’s agenda also includes a motion for the election of a member to the Central Advisory Committee for the National Cadet Corps, to be moved by Union Minister Sanjay Seth, ensuring effective representation in this key committee.

Additionally, there will be further motions regarding the appointment of two Rajya Sabha members to the Joint Committee on the Constitution involving critical legislative amendments. Papers will also be presented, reflecting on Bills that were passed in the previous Rajya Sabha session.

Opposition Prepared to Address Various Issues During Session

Amidst these proceedings, the Opposition parties are expected to raise significant issues including discussions surrounding the Ayodhya Ram Temple donation allegations and the NEET-UG paper leak controversy. Aam Aadmi Party MP Sanjay Singh has already filed a notice to discuss the alleged NEET-UG paper leak under Rule 267.

Meanwhile, Congress MP Randeep Singh Surjewala has submitted a notice for an adjournment motion related to concerns over “theft of offerings” at the Ram Mandir in Ayodhya. This session, which is scheduled to run until August 13, 2026, is set to be particularly contentious as the Centre and Opposition engage in discussions over various pressing matters.

In a notable development, the session will also witness the parliamentary debut of the Nationalist Citizens Party of India, formed by twenty rebel Trinamool Congress MPs who have now aligned with the National Democratic Alliance. Prior to the session, Prime Minister Narendra Modi is anticipated to address the media at Parliament House.
