The CSR Journal Magazine

The Odisha government recently announced the signing of two Memoranda of Understanding (MoUs) with HCLTech and Sarvam AI. These agreements are aimed at enhancing the state’s technology and digital infrastructure, particularly through the establishment of the first AI Data Centre in Odisha. Chief Minister Mohan Charan Majhi made this announcement on July 24, coinciding with the Bahuda Rath Yatra of Lord Jagannath, a significant event in the region.

During the announcement, the Chief Minister described the MoUs as a momentous occasion for the technology and enterprise sector in Odisha. He highlighted the importance of these agreements in positioning the state as a leader in digital innovation and technological advancements.

Details of the MoUs and Investments

Under the first MoU, HCLTech plans to set up a Global Development Centre in Odisha. This centre aims to provide a platform for various developmental initiatives in technology and services. Additionally, the second MoU between HCLTech and Sarvam AI involves the joint establishment of the AI Data Centre at the Odisha Sovereign AI Park. This project is anticipated to bolster the state’s security in data management and catalyse further development in Odisha.

HCLTech’s investment in this endeavour is approximately Rs 730 crore, which is expected to greatly enhance the digital ecosystem within the state and improve its competitiveness on a global scale. The overall capital allocation for the broader initiative is projected to be Rs 14,257 crore, which underlines the commitment of HCLTech to fortify Odisha’s position in artificial intelligence and related sectors.

The Chief Minister underscored the significance of these developments as enabling factors for Odisha’s growth trajectory. He emphasised that the new facilities would aid in attracting more technology firms to the state and contribute to local economic development.

Industry Perspectives on Partnerships and Future Plans

HCLTech Chairperson Roshni Nadar Malhotra spoke about the strategic advantages of establishing the AI Data Centre in Odisha. She noted that the state’s business-friendly policies and skilled workforce made it an ideal location for this venture. Nadar Malhotra also highlighted that HCLTech, in collaboration with Sarvam AI, aims to foster technological growth within the region.

Reflecting on previous interactions with the Chief Minister, she mentioned that discussions held about a year ago during a visit to HCLTech’s campus in Noida played a pivotal role in the decision. The delegation was impressed with the Odisha government’s framework for fostering IT, AI, and data centres, which influenced their decision to partner with the state.

Nadar Malhotra reiterated HCLTech’s long-term commitment to Odisha, outlining plans to collaborate with local engineering institutions. They intend to focus on upskilling engineering graduates, recognising that developing AI-ready talent is essential for the initiative’s success. The objective is to equip local graduates with future-ready skills and ensure that the workforce aligns with industry demands.
