Mumbai Metro 7A Design Flaw May Result in Rs 260 Crore Loss

The Mumbai Metropolitan Region Development Authority (MMRDA) is reportedly facing financial repercussions amounting to Rs 250-260 crore due to a design flaw in the Mumbai Metro Line 7A project. This issue concerns nearly one kilometre of already constructed viaduct which may need to be demolished and rebuilt.

The problem was identified near the Airport Colony station in Vile Parle East, where the height of the elevated metro infrastructure has been found to fall within the critical airspace of Chhatrapati Shivaji Maharaj International Airport. This situation has raised serious concerns about compliance with aviation safety standards.

Currently, the scrutiny is focused on the height of the viaduct and its overhead electrification (OHE) system. The MMRDA has stated that the necessary height adjustments for the OHE system were not sufficiently considered during the design and planning stages, resulting in the structure exceeding the clearance limits mandated by aviation regulations by approximately 2.5 metres.

Consequences of Height Discrepancies on Project Timeline

The discovery of these issues occurred in 2025, after substantial progress had already been made in construction. Work on the affected stretch has been halted since the problem was identified. In response, the MMRDA has approached the Airports Authority of India (AAI) seeking a relaxation of the height restrictions to allow for the continuation of the project.

If the AAI denies the request for a relaxation, the MMRDA might have no option but to dismantle and reconstruct the nearly one-kilometre section of the elevated viaduct. Merely lowering the structure has been deemed impractical, as it could negatively affect the necessary gradients for safe metro operations, complicating an already challenging situation.

Accountability for the design lapse has been placed on the general consultant, the Systra-CEG-SMCIPL consortium. MMRDA officials mentioned that this consortium was responsible for ensuring adherence to design principles and statutory requirements, which include compliance with aviation-related restrictions. Basavaraj M.B., Director of Metro Projects, pointed out that the additional height requirements for the OHE system were not adequately noted during the relevant design phase.

Future Steps and Ongoing Delays in Metro 7A Project

The MMRDA has stated that it is actively pursuing the matter with the AAI and is awaiting a comprehensive technical report on applicable height clearances and possible modifications. A detailed technical assessment will be conducted once the AAI’s report is received. This step is crucial for determining the best course of action moving forward.

This setback comes amidst ongoing delays for the Metro Line 7A project, which is designed to connect Andheri East to Mumbai airport and provide vital connectivity to the underground Metro Line 3. Initially, the project was slated for completion in 2021, but has now faced multiple delays, with further complications arising from this recent design flaw.

The required decision regarding the viaduct reconstruction will significantly influence the overall timeline of the project. This could lead to additional delays, contributing to escalating costs for infrastructure that has already been partially completed, which remains a point of concern for the MMRDA and stakeholders involved.
