Ministry of Mines to Initiate Auction of Offshore Mineral Blocks in Andaman Sea

The Ministry of Mines has announced the commencement of an auction for offshore mineral blocks, set to take place on Thursday, October 1. This initiative represents a significant move towards unlocking India’s potential in offshore mineral resources, thereby enhancing the nation’s long-term security in mineral resources. The government aims to leverage these resources to bolster industrial development and technological advancements.

Importance of Offshore Mineral Resources

According to the Ministry of Mines, offshore mineral resources hold considerable significance in the context of technological progress, the transition to clean energy, and the establishment of resilient supply chains. Minerals such as cobalt, nickel, manganese, copper, and rare earth elements are essential components in electric mobility, renewable energy systems, advanced electronics, and strategic industries. The development of these domestic offshore resources is crucial for India’s goals of self-reliance and resource security.

The Ministry emphasised that the auction is being conducted in compliance with the Offshore Areas Mineral (Development and Regulation) Act, 2002, as well as the Offshore Areas Mineral (Auction) Rules, 2024, which have undergone various amendments over the years. Following the amendments to the OAMDR Act in 2023, the Ministry has been granted the authority to auction these mineral blocks, ensuring a transparent and competitive process for allocating offshore resources.

This auction will feature two offshore mineral blocks located in the Andaman Sea. The licences to be granted are Composite Licences, which are expected to encourage systematic exploration, attract investments, and promote the use of advanced technologies in offshore mineral exploration and development. By systematically exploring these resources, the initiative aims to enhance the economic landscape of the region.
