India’s First Underwater Road-cum-Rail Tunnel To Be Built Under Brahmaputra River In Assam

The Union Cabinet has sanctioned a range of infrastructure initiatives valued at over Rs 31,000 crore, which includes the construction of India’s inaugural road-cum-rail tunnel beneath the Brahmaputra River in Assam. This ambitious project, designed as a twin-tube tunnel with adjacent access roads for both vehicular and rail traffic, is only the second of its kind in the world and will require a budget of Rs 18,662 crore.

Tunnel to Significantly Reduce Travel Time

The new tunnel will link the towns of Gohpur and Numaligarh, reducing travel time from approximately six hours to a mere twenty minutes. The project aims to shorten the distance from 240 kilometers to approximately 34 kilometers, thus greatly improving connectivity in the region.

Information and Broadcasting Minister Ashwini Vaishnaw highlighted that the development holds strategic importance, especially in bolstering connectivity to Arunachal Pradesh, while also providing “strategic resilience” for defense operations.

Design Features and Construction Details

According to officials, the tunnel will be constructed approximately 32 meters below the lowest bed level of the Brahmaputra River. One of the tubes is planned to accommodate a single rail track, and railway operations will prohibit vehicular traffic during train movements. The two tubes will be interconnected at intervals of 500 meters, enhancing operational efficiency.

Government’s Long-Term Vision for Connectivity

Prime Minister Narendra Modi referred to the Brahmaputra tunnel project as a significant advancement in connectivity for the northeastern region of India. In a statement posted on social media, he remarked that “this transformative project will enhance connectivity, reduce logistics costs, and accelerate growth across Assam and the entire Northeast.”

Initially, the government included the connectivity between Gohpur and Numaligarh in the Special Accelerated Road Development Programme for the Northeast back in 2008, which featured plans for a bridge. However, the proposal evolved into the current concept of a dual-purpose tunnel, merging road and rail transport capabilities.

Additional Infrastructure Projects Approved

In conjunction with the tunnel, the Cabinet approved three national highway projects with a total investment exceeding Rs 11,000 crore. These include the construction of a 107.7-kilometer four-lane highway in Gujarat, a 154.6-kilometer stretch in Maharashtra, and an 80-kilometer corridor of National Highway 167 in Telangana.

Rail Sector Developments

On the railway front, approval was granted for three multi-tracking projects affecting 12 districts in Delhi, Haryana, Maharashtra, and Karnataka, with an overall estimated cost of Rs 18,509 crore.

These enhancements will add a total of 389 kilometers to the railway network, with completion scheduled for March 2031. Among these projects is the installation of a third and fourth rail line between Kasara and Manmad in Maharashtra, which will feature the second-longest tunnel within India’s railway infrastructure.
