Uganda unveiled its new crude oil blend named “Pearl Sweet”, making a notable advancement towards its anticipated commercial oil production by the end of this year. The announcement took place at an oil infrastructure location in Kikuube, symbolising the country’s entry into oil production. Officials stated that the name of the blend is inspired by Winston Churchill’s famous depiction of Uganda as “the pearl of Africa”, while “sweet” denotes the blend’s low sulphur content.

According to the Ugandan Ministry of Energy, the name “Pearl Sweet” aims to fuse national identity with a commercial aspect, aiding future marketing efforts for Uganda’s crude oil and facilitating connections with prospective buyers. The country reportedly possesses recoverable oil reserves estimated at around 1.6 billion barrels, with TotalEnergies and China National Offshore Oil Corporation (CNOOC) being the major stakeholders. The Ugandan populace, through the Uganda National Oil Company, holds a 15 per cent share in the project.

Production and Export Plans for Ugandan Oil

Production of the “Pearl Sweet” blend is projected to stabilise at approximately 230,000 barrels per day, with plans for exports facilitated by separate projects operated by CNOOC and TotalEnergies. The event in Kikuube was interpreted as a significant marker of progress following numerous legal and logistical hurdles experienced since commercially feasible oil reserves were discovered over twenty years ago.

President Yoweri Museveni underscored the importance of this advancement, stating that it signifies a pivotal moment in Uganda’s quest to leverage its oil and gas resources. He expressed that the country intends to enhance local value through refining and the development of a petrochemical industry, alongside utilising associated gas for electricity generation. This, he suggests, would contribute to economic transformation and lessen reliance on imported petroleum products.

Moreover, the oil development process is interlinked with a contentious project involving the construction of a heated pipeline from the oil fields near Lake Albert to a port in Tanzania. This pipeline has drawn sharp criticism from environmental advocates and other stakeholders, who argue that it contradicts commitments under the Paris Climate Agreement.

Environmental Concerns and Local Reactions

The debate surrounding Uganda’s oil projects has largely centred on TotalEnergies, which has faced multiple lawsuits in France from various groups alleging infringements on community rights related to food and land. In addition, oil drilling is currently taking place within the boundaries of Murchison Falls National Park, a protected area that attracts numerous tourists and houses diverse wildlife.

Activists have raised alarms about the ecological implications of the pipeline route, which is expected to traverse crucial natural reserves and protected parks, as well as run alongside Lake Victoria, a vital freshwater resource for approximately 40 million inhabitants. Despite assurances from TotalEnergies regarding the long-term safety of the pipeline’s design, environmentalists remain unconvinced.

In response to the opposition regarding the pipeline, Ugandan authorities have expressed frustration, arguing that external criticism constitutes interference in the nation’s sovereign affairs. They maintain that the revenue from oil production can play a crucial role in alleviating poverty for many Ugandans. The introduction of the “Pearl Sweet” blend marks a critical juncture in Uganda’s efforts to initiate oil production amid ongoing discussions about the broader ramifications of the project.
