India and US Trade Negotiations Approach Final Stages, No Deal Yet

The CSR Journal Magazine

The trade discussions between the United States and India are nearing their end, but a breakthrough is not imminent, according to US Trade Representative Jamieson Greer. He indicated that both parties have pinpointed key issues and are engaged in ongoing talks. While efforts continue towards finalising an interim agreement beneficial for both sides, he clarified that no immediate announcements are expected.

Greer articulated that there is a productive dialogue taking place between Indian officials and their US counterparts. He noted that the discussions had progressed significantly, bringing them closer to a resolution. The aim remains to conclude a mutually advantageous trade agreement, keeping in mind the identified sticking points on both sides.

During a press conference following the G20 Trade Ministers’ Meeting in Milwaukee on September 27, Greer described his recent conversations with Indian Commerce and Industry Minister Piyush Goyal as fruitful. He confirmed ongoing collaboration, stating that staff members from both sides are meeting to further the discussions while in the same country.

Leaders Expected to Review Progress Soon

Greer revealed that US President Donald Trump and Indian Prime Minister Narendra Modi are likely to have another conversation shortly to evaluate the progress of the trade talks. This comes after their recent call on September 26, where both leaders discussed various aspects of their bilateral relationship, including trade, defence, energy, and critical technologies.

The focus remains on addressing the issues that have prevented an agreement thus far. While Greer expressed hope for an upcoming dialogue between the two leaders, he underscored that a deal is not on the horizon yet. He stated, “We have truly identified the universe of items that are sticking points. We’re working diligently toward them.”

In earlier discussions held in February, India and the US announced they had established the framework for the initial phase of the bilateral trade agreement. However, modifications in the tariff environment in the United States have led to protracted negotiations on this pact.

Indian Competitive Landscape in US Market Analyzed

On September 24, Minister Goyal declared that the trade pact was essentially “done and dusted,” pending the assurance of reasonable competitive terms for India in the US market. The Indian market faces competition from several countries, including ASEAN nations, China, and Bangladesh. Goyal’s comments highlight the importance of securing favourable conditions for Indian exports while navigating the complex tariff structure in the US.

Greer’s statements reflect a sense of urgency as both nations strive to conclude their negotiations. He characterised the current phase of the discussions as being in the “short strokes,” suggesting that the final stages are underway. However, he reiterated the necessity for patience, given that no immediate deal is forthcoming.

In conclusion, while both India and the US are approaching a resolution in their trade discussions, significant issues still remain to be resolved. Neither party is prepared to declare a conclusive deal at this time, but ongoing conversations and future communications between their leaders signal continuous effort towards establishing a comprehensive trade agreement.
