US Trade Deal Finalised, Legal Drafting Underway

The CSR Journal Magazine

The trade deal between India and the United States has reportedly been finalised, according to Piyush Goyal, the Minister of Commerce and Industry. On Thursday, Goyal stated that the agreement is currently undergoing legal drafting. He expressed optimism about finalising the deal soon, emphasising the need for India to secure a competitive advantage over other nations. Goyal made these remarks during an event, aiming to clarify the status of the bilateral trade agreement.

Negotiations Progressing Rapidly

At the Bloomberg New Economy Forum, US Ambassador to India, Sergio Gor, remarked that negotiations for the trade deal are advancing at an impressive pace. He indicated that the major components of the agreement have been completed, expressing confidence that both nations will successfully finalise the pact. Gor refrained from providing specific details, suggesting that it is best left to the ministers to make formal announcements. His comments follow earlier statements from US Trade Representative Jaimeson Greer, who had noted that the trade deal was not imminent.

In recent discussions, Finance Minister Nirmala Sitharaman mentioned that the two sides seem to have reached a plateau, indicating limited room for further concessions. External Affairs Minister S. Jaishankar also suggested that India and the US are approaching a conclusion regarding the trade deal. These statements reflect a broader consensus that significant progress has been made in the negotiations.

The ongoing talks have been influenced by recent developments, including the US Supreme Court’s dismissal of reciprocal tariffs imposed by former President Donald Trump. This dismissal led to the suspension of a previous agreement that had been under negotiation. The finalisation of the current deal is contingent upon the US Trade Representative outlining the next steps, particularly after imposing tariffs of 10-12.5 per cent under Section 301 on over 50 countries for failing to address forced labour in their supply chains.

Pending Issues and Future Considerations

Commerce Secretary Rajesh Agrawal addressed the potential impact of pending investigations on the negotiations. He stated that all outstanding issues would be resolved as part of the deal, while reiterating the importance of India maintaining a competitive edge over its rivals, including ASEAN nations, China, and Bangladesh. Agrawal emphasised that the trade agreement should not only facilitate market access but also ensure preferential treatment for Indian products in the US market.

He highlighted that preferential market access is a critical element of any trade agreement, which should benefit India in comparison to its competitors. The ongoing discussions are expected to incorporate a new tariff framework that the US is developing, which will play a significant role in determining the terms of the final agreement.

As the negotiations continue, both Indian and US officials remain focused on achieving a mutually beneficial outcome. The emphasis on legal drafting and the resolution of outstanding issues suggests that both parties are committed to finalising the trade deal in a timely manner. The outcome of these discussions could have significant implications for bilateral trade relations and economic cooperation between the two nations.
