Election Commission Grants Rs 6,000 Honorarium to BLOs and Supervisors for Electoral Revision

The CSR Journal Magazine

The Election Commission of India (ECI) has announced a one-time honorarium of Rs 6,000 for Booth Level Officers (BLOs) and BLO Supervisors involved in the Special Intensive Revision (SIR) of electoral rolls. This decision, communicated in a letter by the ECI on July 14, aims to recognise the significant workload associated with the ongoing electoral process. The additional payment is intended to complement their regular annual remuneration, as stated in the official correspondence.

The notification was specifically directed at the Chief Electoral Officers in various regions, including Andhra Pradesh, Arunachal Pradesh, Chandigarh, and several others. The ECI emphasised the need for these directives to be communicated to all relevant parties for adherence, thereby ensuring that the honourarium reaches those who are actively engaged in the electoral process.

Special Intensive Revision Process Details

The ECI’s decision comes as part of the Special Intensive Revision (SIR) Phase-III, launched in May, which will encompass 16 states and three Union Territories, impacting over 36 crore electors. The revision is designed to be executed in a coordinated approach alongside the house listing component of the Census to optimise the efficiency of the field operations.

During this process, over 3.94 lakh Booth Level Officers will be tasked with conducting house-to-house verification, further supported by 3.42 lakh Booth Level Agents appointed by various political parties. This collaborative effort seeks to streamline the enumeration phase, ensuring that all eligible voters are accounted for, thereby enhancing the integrity of the electoral rolls.

The ECI has noted that the SIR is crucial for maintaining the accuracy of voter lists and allows for the inclusion of newly eligible voters. As this initiative progresses, the poll body has assured that the impact of seasonal challenges, especially in snow-covered areas, will be considered, with the schedule for these specific regions to be announced subsequently.

Participatory Framework Involving Multiple Stakeholders

The ECI maintains that the Special Intensive Revision exercise is inherently participatory, involving a range of stakeholders. These include not just the electors and election officials, but also political parties who play a significant role through their appointed agents. The Commission aims to facilitate a cooperative environment where each stakeholder can contribute to the electoral process in a meaningful way.

This participatory model is vital for reflecting the diverse electoral landscape of India while ensuring that the revision process adheres to established standards. The collaborative effort is expected to enhance transparency and accountability within the electoral framework, fostering trust among the electorate.

Furthermore, the ECI’s commitment to engaging with various stakeholders underscores its overarching objective of conducting free and fair elections. The collaborative approach is anticipated to yield positive outcomes as it brings together various sectors of society in a common endeavour to uphold democratic principles.
