The Delhi High Court has requested the Delhi government and the Municipal Corporation of Delhi to submit a detailed report regarding actions taken to address the issue of stray dogs in public areas. This report is expected to outline the measures implemented up to July 31, as part of compliance with the Supreme Court’s directives issued on May 19.

The court issued the order during hearings of a case that arose from the Supreme Court’s earlier guidelines pertaining to stray dogs. Additionally, notices were issued to the Centre and the National Highways Authority of India regarding this matter, with the case scheduled for further discussion on August 3.

Justices Dinesh Mehta and Rajneesh Kumar Gupta, who are presiding over the case, highlighted the necessity of finding a balance between various community perspectives, including those of dog enthusiasts and critics. The justices noted the increasing prevalence of dog bite incidents that are troubling the general public, along with highlighting a related concern regarding stray monkeys.

Supreme Court’s Directions for Stray Dog Management

The Supreme Court’s directives on May 19 instructed state governments and Union territories to enhance infrastructure for managing stray dogs and other animals. This included a requirement for all high courts to initiate respective cases to ensure adherence to future guidelines, particularly those set for August 22, 2025, and November 7, 2025.

Critical to this initiative, the Supreme Court mandated the relocation of stray dogs to designated shelters following sterilisation and vaccination interventions. This approach aims to control the rising number of dog bite cases reported in institutional contexts such as schools, hospitals, and railway stations.

Along with the focus on stray dogs, the court has also ordered the removal of all stray cattle and other animals from major roadways, including state highways, national highways, and expressways, to enhance road safety and public welfare.

Community Concerns and Court’s Response

The rising incidents of dog bites, particularly in areas frequented by the public, have created alarm and necessitated a judicial response. The court has acknowledged that the common man bears the brunt of such incidents, necessitating urgent measures to address public safety concerns.

The Delhi High Court’s current initiative aims to compel the local government and municipal authorities to take concrete steps in line with the Supreme Court’s directives. The focus will be on creating a sustainable and humane solution for the management of stray dog populations.

As the deadline for the report approaches, it is imperative for the authorities to demonstrate accountability and transparency in their efforts to mitigate public concerns regarding stray animals.
