Three Companies Obtain Satellite Communication Licences in India

The Union Communications Minister Jyotiraditya Scindia announced on Friday that three companies have been granted satellite communication (satcom) licences in India. These companies are set to commence operations once they fulfill specific security requirements and the government establishes a mechanism for spectrum charges. The statement came in the context of ongoing discussions around satellite internet services, highlighted by a recent exchange between Congress leader Rahul Gandhi and Elon Musk regarding the deployment of satcom services in the country.

Government to Ensure Competitive Market

Scindia emphasized that the Indian government does not endorse monopolies in any sector, aiming to provide consumers with multiple choices in a competitive landscape. He noted that while discussions often focus on one particular company, it is important to recognize that three parties have received satcom licences. His remarks underline the government’s commitment to fostering a diverse array of service options for consumers.

Final Decision on Spectrum Charges Imminent

According to Scindia, the Telecom Regulatory Authority of India (TRAI) and the Department of Telecommunications (DoT) are nearing a conclusion regarding the pricing structure for satcom spectrum. The distribution of spectrum to the three licence holders will occur only after the government establishes the revenue-based charging system. Furthermore, obtaining a licence does not guarantee immediate commercial operations, as each company must also meet relevant security conditions.

Clarifying Government’s Position Amidst Controversy

Scindia’s comments serve to clarify the government’s position regarding the timeline for the launch of satellite internet services in India, addressing concerns that have arisen regarding the operational readiness of these new providers. He criticized the Congress party for what he termed a lack of coherence in its stance on the satcom issue, pointing out that the party had previously objected to a specific individual’s receipt of a licence but is now questioning delays in the roll-out of services linked to that individual.

Congress’ Shifting Stance Addressed

Scindia remarked that the Congress party appears uncertain about its position, having initially raised objections to a particular person’s licence but now partnering with that individual in demanding action. He reiterated the government’s unwavering stance, assuring that all three licence holders would be able to advance once the pricing mechanism for spectrum is concluded and they meet necessary security obligations.
