“BJP Aiming to Delay Caste-Based Census”: Akhilesh Yadav

The CSR Journal Magazine

Samajwadi Party chief Akhilesh Yadav has expressed concerns regarding the Bharatiya Janata Party’s (BJP) alleged intentions to postpone the caste-based census in India. During his speech in the Lok Sabha, he claimed that if the census were to proceed, the government would be required to disclose caste-specific data and subsequently implement caste-based reservations for backward communities.

Yadav highlighted the need for transparency regarding the government’s motives, suggesting that the BJP’s haste in pursuing legislative measures indicates a strategy to avoid addressing the caste census. He argued that this delay serves to mask the reality of caste inequalities within the country.

In his remarks, Yadav stated that the BJP is focused on political gain rather than genuine concern for the welfare of citizens. He noted that the endorsement of the Women’s Reservation Bill, which allocates one-third of parliamentary seats to women, should be taken with caution regarding the BJP’s genuine intentions.

Concerns Over Women’s Representation

Akhilesh Yadav welcomed the Women’s Reservation Bill but questioned the government’s commitment to women’s empowerment. He claimed that the BJP tends to treat women’s issues merely as slogans rather than substantive policies. He challenged the BJP on its record of female leadership, asking how many states governed by them have women Chief Ministers.

He reasoned that this focus on female representation should not merely exist within legislative changes but should translate into real-world leadership roles. He remarked on the perceived limitations of women in positions of authority, exemplified by the Chief Minister of Delhi, who he referred to as a ‘half Chief Minister’, lacking full powers associated with the role.

Yadav’s observations regarding the BJP’s strategy indicate a persistent theme of political critique, where women’s representation seems to be politically motivated rather than a genuine push for equality.

Legislative Developments in Lok Sabha

On April 16, 2023, several significant bills were introduced in the Lok Sabha, including the Constitution (131 Amendment) Bill, 2026, the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill, 2026. These legislative moves were positioned in the context of the ongoing discussions around the Women’s Reservation Bill and connected issues of representation.

The introduction of these bills prompted the opposition to call for a division, resulting in 251 votes in favour and 185 against out of a total of 333 votes cast. While voice voting typically governs proceedings in the Lok Sabha, the motion to divide the vote emphasized the contentious environment surrounding these legislative efforts.

A special sitting of Parliament has been arranged for April 16, 17, and 18 to further address the amendments to the Nari Shakti Vandan Adhiniyam, which aims to galvanise support for implementing the women’s reservation bill based on the 2011 census. The rush to pass these amendments underscores the critical nature of parliamentary manoeuvres in the context of upcoming elections.
