Bihar Government Transfers 50 IAS, IPS Officers in Administrative Restructuring

The Bihar government has embarked on a significant administrative restructuring, transferring fifty senior officers from the Indian Administrative Service (IAS) and Indian Police Service (IPS). This marks the first major overhaul since Samrat Chaudhary assumed the role of Chief Minister, reflecting a strategic realignment within the state’s bureaucracy and law enforcement.

The Home Department has overseen the transfer of twenty-nine IPS officers, impacting various senior police positions across multiple districts. Key districts affected by this reshuffle include Banka, Khagaria, Kaimur, Sheikhpura, West Champaran, Aurangabad, Saharsa, Bagaha, Sheohar, Katihar, Jehanabad, Purnea, and Vaishali, underlining the government’s intent to enhance administrative functionality in these regions.

Noteworthy postings include Bhanu Pratap Singh, who has been appointed as the Superintendent of Police for Khagaria after leading the Patna City police force (West). Similarly, Parichay Kumar transitions from SP of Patna City (East) to Katihar, while Kota Kiran Kumar has moved from Gaya City to Jehanabad. Another significant transfer includes Shailendra Singh, previously SP of Bhagalpur City, now serving as SP of Sheohar.

New Appointments Among IAS Officers

Following the IPS transfers, the government also reassigned twenty-one IAS officers, comprising several district magistrates and senior departmental officials. One of the highlighted changes is the appointment of Kundan Kumar as the new District Magistrate of Patna, succeeding Tyagarajan S.M., who will now chair the Bihar School Examination Board (BSEB) and retain additional responsibilities within the Health Department.

Senior officer Anand Kishor has been relieved from his role as chairman of the BSEB, now focusing solely on his position as Additional Chief Secretary in the Environment, Forest and Climate Change Department. The government has also moved Principal Secretary Robert L. Chongthu from the Minority Welfare Department to the Parliamentary Affairs Department, indicating a strategic shift in departmental oversight.

Moreover, Mohammad Sohail has been reassigned as Secretary of the Minority Welfare Department, continuing to hold dual responsibility as Secretary of the General Administration Department. This extensive reshuffle of both IAS and IPS officials signals the government’s aim to optimise administrative effectiveness and governance across Bihar.

District Magistrate Transfers and New Appointments

The extensive reshuffle also includes adjustments to various district magistrate positions. Naveen Kumar, previously DM of Khagaria, has now been appointed as Special Secretary in the Prohibition and Registration Department, highlighting the government’s emphasis on regulatory frameworks. Udita Singh, who served as DM of Rohtas, has been reassigned as DM of Nalanda, while East Champaran’s DM Saurav Jorwal will now take the role of Managing Director at South Bihar Power Distribution Company Limited.

In addition to these changes, appointments of new district magistrates were made: Anshul Agrawal is now DM of Banka, Alankrita Pandey has been transferred from Jehanabad to Bhagalpur, and Kumar Gaurav has been appointed DM of Muzaffarpur. Other key appointments include Sameer Saurav as DM of Gopalganj, Saurabh Suman Yadav as DM of East Champaran, Naveen Kumar as DM of Kishanganj, Vikram Virkar as DM of Khagaria, and Deepak Kumar Mishra as DM of Rohtas.

This comprehensive reshuffle across both IAS and IPS sectors is interpreted as a decisive move by the Bihar government to establish a well-coordinated administrative structure and address the challenges faced within the state’s governance framework.
