Bihar Government Mandates Compulsory Holidays for Tourism Promotion

The CSR Journal Magazine

The Bihar government, led by Chief Minister Samrat Choudhary, has announced a significant initiative to boost tourism within the state. According to a directive issued by B Rajendra, the Additional Chief Secretary of the General Administration Department, it has become compulsory for government officials and employees to take regular holidays focused on visiting tourist destinations.

This new policy stipulates that all state government officials and employees must undertake travel every three months to various types of tourism sites, including eco-tourism and rural tourism locations. The visits are designed to last two days and two nights, typically scheduled for Fridays and Saturdays, thereby minimising disruption to the normal workweek.

The directive emphasizes that every official must visit a minimum of three tourist sites during each trip, with an overnight stay at one or more of these locations. This initiative aims to promote local tourism while ensuring that officials personally experience the richness of Bihar’s diverse tourism offerings.

Reporting Obligations Following Visits

Upon completing each trip, officials are mandated to submit a detailed report to the District Magistrate. This report should include photographs of the sites visited, information pertaining to the destinations, and personal reflections from the official regarding their experiences during the visit.

Importantly, the government has clarified that the duration of these travels and stays will be officially treated as work-related duty. This ensures that the initiative is integrated into the workflow of the government officials while also promoting a culture of engagement with the local tourism sector.

Furthermore, senior officials, such as senior deputy superintendents of police, district superintendents of police, and divisional forest officers, will also be required to undertake excursions to tourism sites outside of their designated districts. These officials must similarly cover three tourist destinations and stay overnight during their visits.

Restrictions on Official Activities During Travel

The Bihar government has instituted specific guidelines concerning the conduct of officials while on these mandatory visits. During the travel period, officials are instructed to refrain from working from their official residences, ensuring that the holiday is genuinely dedicated to tourism promotion.

The directive also expressly forbids the conduct of review meetings or any inspection-related government work during these trips. This restraint is intended to prioritize the tourism experience over routine administrative duties, thereby allowing officials to immerse themselves in the local culture and attractions fully.

This initiative underscores the Bihar government’s commitment to enhancing tourism within the state, reflecting a strategic approach to not only promote local sites but also to foster a sense of responsibility among officials to engage with the community and its offerings.
